Statement by Mr. Cao Zhiyong of the Chinese Delegation at the Second Committee of the 70th General Assembly of the United Nations under Agenda Item 27: Towards global partnerships

Mr. Chairman,

China associates itself with the statement by South Africa on behalf of G77 and China.

The 2030 Agenda for Sustainable Development has highlighted the necessity to revitalize global partnership. It is incumbent upon national governments, the private sector, civil society and the UN system to mobilize all resources to ensure the implementation of the development agenda. In this regard, specific targets have been formulated under Goal 17 of the Agenda – Strengthen the means of implementation and revitalize the global partnership for sustainable development.

China is of the view that strengthening global partnership is an important means to implement the 2030 Agenda for Sustainable Development.

1. North-South cooperation must be maintained as the main channel. The developed countries should honor their ODA commitments on time and in full, scale up the support to developing countries, especially the African countries and the least developed countries so as to assist them to effectively improve their capacity for self-development.

2. Developing countries should be encouraged and supported to further enhance South-South cooperation and triangular cooperation under the principle of mutual respect, equality and mutual benefit. South-South cooperation is not a substitute for, rather a useful complement to North-South cooperation. Developing countries can help each other by sharing experience in sustainable development through South-South cooperation to achieve common development characterized by mutual benefit and win-win results.

3. The various stake-holders such as the private sector and civil society must be encouraged and supported so they can play an even greater role in the global partnership.

Mr. Chairman,

During the recently held UN Development Summit, China and the United Nations jointly hosted a high-level round-table on South-South cooperation. Important consensus was reached concerning the deepening of South-South cooperation, illustrating the will and the determination of all parties to implement the development agenda. China will continue to work with all partners to give further impetus to the South-South cooperation for it to scale new heights and expand further into new areas, and assist developing countries to implement the 2030 Agenda for Sustainable Development Agenda with a view to realizing common development and prosperity.
