Statement by Ambassador Wu Haitao, Deputy Permanent Representative of China to the United Nations at the 71th Session of the General Assembly on Agenda Item "Report of the International Atomic Energy Agency"

Mr. Chairman,

The Chinese delegation welcomes the report presented by Mr. Yukiya Amano, Director General of the International Atomic Energy Agency (IAEA), on the work of the Agency.

Over the past year, the IAEA has effectively fulfilled its obligations under the Statute and made great progress in promoting the use of nuclear energy and nuclear technology, strengthening nuclear safety and nuclear security, and maintaining nuclear non-proliferation. China appreciates the hard work of the Agency.

Currently, global nuclear energy has kept growing, and the use of nuclear technology has been increasingly widespread, which has benefited more and more countries. Global governance in the nuclear field has been deepened. Meanwhile, the international community is still facing many challenges, such as balancing the peaceful use of nuclear energy and the prevention of nuclear weapons’ proliferation, and practically strengthening nuclear safety and nuclear security. China hopes that the Agency will fully perform its duties in accordance with the objectives of the Statute and focus on the following aspects:

First, to promote technical cooperation in the nuclear field, and share the outcomes of nuclear energy development. The Agency should increase its investment of resources, deepen the cooperation on nuclear energy and nuclear technology, and further increase its technical assistance to member states, especially developing countries. All member states, particularly developed countries, should further enhance the support for technical cooperation to ensure that adequate resources are available to the agency.

Second, to maintain the international nuclear non-proliferation regime, and continue to reinforce the safeguards system. The international nuclear non-proliferation regime is currently confronted with severe challenges. The international community should firmly take the Treaty on the Non-Proliferation of Nuclear Weapons(NPT) as the cornerstone, resolutely oppose double standards, and safeguard the authority of the international nuclear non-proliferation regime. The Agency should continue to consolidate the safeguards system, and enhance its universality and effectiveness on the basis of ensuring fairness and objectiveness. We hope that the IAEA Secretariat continue its dialogue and communications with member states on the implementation of safeguards at the state level.

Third, to play the core leading role in promoting global nuclear safety and nuclear security. The Agency is a solid platform for international cooperation on nuclear safety and nuclear security. China welcomes the Agency to continue playing the core leading role in relevant international processes, coordinate and integrate relevant global resources and serve its member states best with its expertise.

Forth, to uphold justice and take a responsible attitude in the process of addressing regional hot-spot nuclear issues. China commends the Agency for its active role in facilitating the conclusion and the implementation of the Joint Comprehensive Plan of Action (JCPOA) on Iran unclear issue, and supports the Agency in playing a constructive part in peaceful solution of other regional nuclear issues through dialogue and consultations, strictly within its mandate.

Mr. Chairman,

China is deeply committed to promoting global governance in the nuclear field. The cooperation between China and the Agency has been deepening over the past 30 years and yielded fruitful results. At the Nuclear Security Summit held this year, Chinese President Xi Jinping elaborated to the international community on China’s proposal to intensify nuclear security from four aspects, namely strengthening political investment, national responsibility, international cooperation and nuclear security culture, proposed China’s initiative to deepen global cooperation, and further called for the construction of international nuclear security system featuring fairness and win-win cooperation. Guided by President Xi’s remarks, China will continue its unwavering efforts to enhance its nuclear security level, and join hands with the Agency and other member states to realize the goal of benefiting the mankind through nuclear energy development.
