Joint Statement Delivered by Ambassador for Disarmament Affairs Shen Jian on behalf of Co-sponsors of the UNGA Resolution “Promoting International Cooperation on Peaceful Uses in the Context of International Security” at the 78th UNGA First Committee

I have the honor to deliver a joint statement on behalf of co-sponsors of the resolution entitled “Promoting International Cooperation on Peaceful Uses in the Context of International Security”, which has been adopted by the 76th and 77th UNGA .

On the occasion of the second anniversary of the adoption of the above-mentioned resolution by the UNGA, we, the co-sponsors of the resolution, reiterate that it is the inalienable right of all States to participate in the fullest possible exchange of equipment, materials and scientific and technological information for peaceful purposes.

Against the background of a new era, bearing in mind the potential impact of scientific and technological advances on global security, the significance of peaceful uses is ever more prominent in facilitating the economic and social development of Member States, in particular developing countries. We call on the international community to take concrete measures, to ensure the resolution is effectively implemented.

We welcome the political commitments and concrete efforts by Member States in promoting international cooperation on peaceful uses, as well as progress made within multilateral frameworks and through bilateral channels. At the same time, undue restrictions on exports to developing countries of materials, equipment and technology for peaceful purposes persist.

We reaffirm the importance of promoting international cooperation for peaceful purposes and the need to further deliberate this important topic within the framework of the United Nations in an open and inclusive way and utilizing relevant existing international, regional and bilateral mechanisms and arrangements, in accordance with the resolution. 

We call upon Member States to continue dialogues on promoting peaceful uses and relevant international cooperation, including by identifying gaps and challenges, as well as ideas and opportunities for strengthening cooperation, and exploring possible ways forward.

We will submit the resolution, entitled “Promoting International Cooperation on Peaceful Uses in the Context of International Security”, to the 79h session of the UNGA in 2024. We welcome active participation by all States in the follow-up process.
