Statement of the Chinese Delegation at the United Nations Children's Fund Executive Board Annual Session Under Item 4: Final Results Framework of the UNICEF Strategic Plan, 2014-2017

Mr. Chairman,

The Chinese delegation wishes to thank UNICEF for having drafted the framework strategic plan 2014-2017, and would like to make the following comments:

First, the framework strategic plan has clarified and specified concrete indicators to make them better reflect the protection and development of the rights and interest of the most vulnerable children, thus enhancing the operation of UNICEF offices at various levels, to which China would like to express its appreciation.

Second, stable and adequate resources are crucial for the realization of development. China encourages UNICEF to strengthen financing, expand scope and find innovative means, so as to ensure the implementation of the framework strategic plan.

Third, formulating this framework strategic plan is in line with the spirit of the QCPR of UN operation for development and clarifies the direction of the work of UNICEF in the coming four years. China hopes that UNICEF offices at all levels will fully implement the framework strategic plan and facilitate the achievement by various countries of their objectives, thus promoting the attainment of the MDGs.

Mr. Chairman,

China always pays great attention to the work related to women and children. In recent years, the Chinese government has worked hard to implement the national development outline for Chinese children with the focus on addressing priority issues and particularly difficulties in the course of children's development, thus improving the welfare of the Chinese children. China enjoys fruitful cooperation with the local UNICEF office. With the support of the UNICEF headquarters as well as it's regional office in Asia and Pacific and national office in China, China has achieved ahead of schedule MDGs in areas of health and education.

With barely two years left before the deadline for the realization of MDGs, we hope that UNICEF will continue to play an active and constructive role in the area of the development of the world's children and help the developing countries speed up the effort to attain the MDGs.
