Mr. President,

The Chinese delegation thanks Executive Director Osotimehin for his presentation of a review and summary of the work of UNFPA. The Chinese delegation is pleased to see the active efforts made by UNFPA under the leadership of the Executive Director to formulate a new resource mobilization strategy, update the integrated plan of resources for 2014--2017, and formulate the new country programs and prepare the renewal nearly 30 countries in total.

In addition to the continued imbalance in the global economic growth and remarkable fluctuation of exchange rate over the recent years, the humanitarian crisis is becoming alarming. In the next 15 years, the size and composition of the world's population will change significantly. The environment for development financing keeps evolving. The challenges are unprecedented. The satisfactory accomplishment of UNFPA's mission and mandate will not only be critical for the implementation of post 2015 sustainable development goals but also extremely important for the present.

The Chinese delegation acknowledges the new resource mobilization strategy of UNFPA and takes note of the analysis of the resource situation in 2014 and the analysis and forecast of the situation in and after 2015. The Chinese delegation appreciates the efforts by UNFPA to expand funding channels, mobile the will of donors, strengthen partnership, increase program spending and reduce the share of overhead in the budget.

The Chinese delegation is extremely concerned about the downward trend in the core resources of UNFPA including the negative impact caused by the fluctuation of exchange rate on those resources. Maintaining a balance between the core and non-core resources will be a big challenge. The Chinese delegation reiterates that stable, adequate and predictable cores resources are an effective guarantee for UNFPA's efforts to promote the implementation of sustainable development goals and follow-up to the Program of Action of the International Conference on Population and Development beyond 2014. The availability of more core resources and greater predictability and flexibility in those non-core resources are of great significance for UNFPA in its efforts to bring the strategic plan to fruition smoothly and promote the program countries to realize their development goals. We urge donor countries to honor their commitments and make solid efforts to contribute to the core resources. Meanwhile, we encourage UNFPA to keep strengthening management and improving the efficiency and effectiveness in the utilization of resources.

The Chinese delegation appreciates the leading role played by UNFPA in the implementation of the goals of Program of Action of the International Conference on Population and Development and attaches importance to the cooperation with UNFPA. China will continue to contribute to the core resources of UNFPA in 2015.

As a developing country with the largest population in the world, China has always given importance to the issue of population and development and appreciates the positive role played by UNFPA in support of China's efforts in this area. UNFPA's previous seven country programs for China have all yielded good results and contributed positively to China's economic and social development. Thanks to the active efforts of both parties, the 8th country program document for China 2016 ---- 2020 has been formulated and we look forward to its approval during the current session of the Executive Board. China will as always continue to deepen its cooperation with UNFPA and join the rest of the international community in an untiring effort to promote the implementation of the post 2015 development agenda and the follow-up to Program of Action International Conference on Population and Development beyond 2014. Through South-South cooperation and tripartite cooperation, China is ready to share experience with other developing countries in an effort to support and promote common development.

Mr. President,

2015 is a critical year of transition. Thanks to the common efforts of all member states, the 3rd International Conference on Financing for Development held last July adopted the Addis Ababa Agenda of Action while the UN Summit on Development to be held in September is scheduled to adopt the post 2015 development agenda, which will lay out new goals and set new direction for international cooperation for development. We hope that UNFPA will continue to focus on the priorities in its strategic plan and make use of its advantages to support the developing countries in their efforts to reduce poverty and achieve sustainable development.
