Statement by Ambassador Ma Zhaoxu at the 2019 ECOSOC Financing for Development Forum

Mr. President,

China aligns itself with the statement made by the State of Palestine on behalf of the Group of 77 and China.

Financing for development is key to the implementation of the 2030 Agenda for Sustainable Development. It is our hope that this meeting will take international cooperation in financing for development to a new level and energize the implementation of the 2030 Agenda, thereby laying a solid groundwork for the FFD High-level Dialogue to be held in the coming September.

First, there is a need to heighten political will. It is necessary to keep North-South cooperation as the main channel and uphold the principle of "common but differentiated responsibilities". Developed countries should scale up their support to developing countries in finance, technology and capacity-building and tailor official development assistance to the specific national conditions and actual needs of developing countries. Developing countries should also work to boost their own growth and deepen South-South cooperation.

Second, there is a need to optimize the use of funds. Prioritizing and addressing the needs of developing countries, development funds should be channeled to priority areas, namely, poverty eradication, infrastructure, health, and education, where they can make the greatest impact on people's life and development.

Third, there is a need to work together for an open world economy. Proceeding from a sense of community of shared future, it is necessary to practice the notion of wide consultation, joint contribution and shared benefits, firmly uphold multilateralism and the multilateral trading system with WTO at its core, reject unilateralism and trade protectionism, and refine global economic governance, thereby creating an enabling external environment for the growth of developing countries.

Mr. President,

China was, is and will always be an active advocate for, participant in, and contributor to global development. The China-UN Peace and Development Trust Fund, China South-South Cooperation Assistance Fund, China's contribution to the World Bank, the Asian Development Bank, and the International Fund for Agricultural Development (IFAD), the setting up of the World Bank China Fund, China-IFAD South-South and Triangular Cooperation Facility, and the intensive alignment of the Belt and Road Initiative with the 2030 Agenda……, all these have played a significant role in promoting sustainable development in developing countries.

This year marks the sixth anniversary of President Xi Jinping's launch of the Belt and Road Initiative. China has signed cooperation agreements with over 150 countries and international organizations, and directly invested more than US$80 billion in the countries along the Belt and Road. Later this month, the second Belt and Road Forum for International Cooperation will be held in Beijing. With the concerted efforts of all parties, this forum is set to open greater space for international development cooperation and make new important contribution to the implementation of the 2030 Agenda.
