Statement by Mr. Xu Zhongsheng, Counselor of the Chinese Delegation at the Second Committee of the 74th Session of the UN General Assembly under Agenda Item 19:Sustainable Development (a-l)

Madam Chair,

China associates itself with the statement made by the State of Palestine on behalf of the Group of 77 and China.

Development is mankind’s eternal pursuit. The 2030 Agenda for Sustainable Development has set the stage for global sustainable development and has written a new chapter in global development cooperation. The international community should enhance its sense of urgency, step up efforts to implement important sustainable development goals such as poverty reduction, help developing countries eradicate poverty and hunger, improve people's living standards, further narrow the gap between the North and the South, and release the potential for world economic growth, in order to achieve widespread prosperity and common development.

Next year marks the 75th anniversary of the founding of the United Nations as well as the 5th anniversary of the adoption of the 2030 Agenda. We expect the current session of the Second Committee of the UNGA to inject new impetus into the international community's accelerated implementation of the 2030 Agenda and take practical steps to promote the goal of “leaving no one behind”.

Madam Chair,

Implementing the 2030 Agenda is a systematic project that requires the attention of all parties to fully promote action-oriented implementation.

First, countries should incorporate the 2030 Agenda into their national development strategies to achieve a balanced economic, social, and environmental development, focusing on infrastructure, education, health, and other areas closely related to people's livelihood, so as to enhance people's well-being.

Second, the international community should strengthen development partnership, consolidate global development cooperation with the UN as the core, North-South cooperation as the main channel, and South-South cooperation as supplement. Developed countries should earnestly fulfill their ODA commitments and help developing countries improve their own development capacity and their level of development.

Third, the United Nations should play a greater role in implementing the 2030 Agenda, give full play to policy guidance and overall coordination, help relevant international organizations and multilateral mechanisms to take more effective measures and form synergy, thus promoting global development cooperation.

Madam Chair,

China attaches great importance to the implementation of the 2030 Agenda, and was the first to publish its country program and progress report for the implementation of the 2030 Agenda, promoting the "Five in One" overall layout and high-quality economic development. In 2020, China will achieve the goal of poverty alleviation for all rural poor under the current standards. By hosting the G20 Hangzhou Summit, the Belt and Road Forum for International Cooperation, the BRICS Xiamen Summit, the Beijing Summit of the Forum on China-Africa Cooperation and other multilateral events, China has promoted the international community to place development on an important agenda under the global macro policy framework. China has also provided strong support for other developing countries to implement the 2030 Agenda under the frameworks of South-South cooperation and the Belt and Road Initiative.

As an active participant in and promoter for global development, China will continue to adhere to the philosophy featuring a development that is innovative, coordinated, green and open for the benefit of all, and will line up the Belt and Road Initiative with the implementation of the 2030 Agenda, building a better life for the Chinese people, and making new and greater contributions to building a community with a shared future for mankind.
