Video Statement by Chinese Minister of Science and Technology Wang Zhigang at the 6th Multi-Stakeholder Forum on Science, Technology and Innovation

Ambassador Mr. Andrejs Pildegovičs, Ambassador Mr. Mohammad Koba, Under Secretary General Mr. Liu Zhenmin, Excellencies, Ladies and Gentelmen,

On behalf of China, I'm very pleased to address you at the Ministerial Session of STI Forum. I would like to share with you China's practices and experience in promoting sustainable development through science, technology and innovation.

Since the adoption of the 2030 Agenda for Sustainable Development at the United Nations Sustainable Development Summit in 2015, promoting green growth and economic transformation has become a common mission for all countries in pursuing future development. China, as the world's largest developing country, has always played an important part in advancing global sustainable development. Chinese President Xi Jinping has stressed on numerous occasions that "clean water and green mountains are like mountains of gold and silver". The innovative, coordinated, green, open and inclusive approach to development advocated by President Xi clearly defines the relationship between economic development and ecological protection in China's modernization process.

In recent years, the Chinese government has taken science, technology and innovation as an important underpinning and starting point for promoting sustainable development, rolled out "China National Program for Implementing the 2030 Agenda for Sustainable Development", and pursued high-quality economic development and high-level ecological conservation in a coordinated manner. China has also implemented the "three action plans" for air, water and soil pollution control, built a number of national innovation demonstration zones for sustainable development, improved the industrial development structure, and accelerated the shift to green development model. Facing the COVID-19 outbreak that caught us all by surprise, we have done our best to contain the virus at home, and, at the same time, earnestly fulfilled our international obligations and solemn commitments of making vaccines a global public good. We have joined COVAX, provided vaccine assistance to 80 countries and three international organizations, and exported vaccines to more than 40 countries. These are concrete actions to support global public health.

China has always adopted a global perspective and an active and open attitude to strengthen cooperation with the international community in the field of sustainable development. During its G20 presidency in 2016, China actively promoted the adoption of the G20 Action Plan on the 2030 Agenda for Sustainable Development. In recent years, China has promoted a series of science and technology cooperation projects with UNDP, UNEP, UN DESA and UNIDO as well as international organizations such as the Asian Development Bank. We have helped developing countries build their capacity in science, technology and innovation, supported the establishment of the Center for South-South Cooperation in Technology Transfer, launched and implemented joint demonstration projects in the fields of energy and environment, and contributed China's scientific and technological strength to the global cause of poverty reduction and human progress.

At present, green and low-carbon development has already become a global consensus. All countries are taking actions to peak carbon dioxide emissions and achieve carbon neutrality. Guided by the vision of openness and cooperation, we are ready to share with countries around the world the good experience we have gained in the areas of strategic planning, policy tools, management models and technological innovation for promoting green and low-carbon growth, and make unremitting efforts towards the targets of carbon peak, carbon neutrality and sustainable development, so as to build a harmonious and beautiful home for mankind.
