Statement by Ambassador Wu Haitao at the High-level Pledging Conference:Building a More Climate Resilient Community UN Headquarters, ECOSOC Chamber

Madame Chair,

In September this year, the Caribbean region was buffeted by successive strong hurricanes, namely Irma and Maria, which have inflicted horrendous destruction on countries like Dominica, Antigua and Barbuda and Cuba. This high-level pledging conference jointly convened by CARICOM and the United Nations will help strengthen the cooperation among members of the international community in a common endeavor to assist the affected countries and peoples to rebuild their homes and achieve sustainable economic and social development.

As a disaster prone country, China feels for the countries struck by the hurricanes. President Xi Jinping, Premier Li Keqiang and Foreign Minister Wang Yi promptly sent messages of sympathies to the leaders and foreign ministers of the countries concerned, and the Chinese government took swift actions to provide, through bilateral and multilateral channels, 18.3 million US Dollars in emergency humanitarian relief in cash and in kind to the above mentioned countries to meet their urgent need for relief and help them with disaster prevention and reduction. The Chinese government will further provide 100 million RMB to the governments of Dominica and Antigua and Barbuda respectively for post-disaster reconstruction and will continue to provide assistance to the best of its ability based on the actual situation.

Madame Chair,

The developing countries are constrained by inadequacies in disaster relief capacity and resources, so the international community needs to increase financial and technical assistance to the affected countries based on their national conditions and specific needs so as to enhance their capacity for risk management and their resilience. In addition, the international community should help the affected countries with infrastructure building in order to provide a solid basis for the transition from disaster relief to development.

The Chinese government stands ready to work together with the rest of the international community to continue to provide various assistance to countries affected by disasters, take an active part in the post-disaster reconstruction of the countries concerned, increase by training and other means the capacity of the affected countries to prevent, reduce and fight disasters, and enhance their resilience to natural disasters including climate disasters. With multiple challenges facing the human society, people of all countries need to work in concert to build a community of shared future for mankind and create a world of lasting peace, universal security and common prosperity that is open, inclusive, clean and beautiful.
