Mr. Chairman,

I would first like to welcome the report submitted by the Secretary General under this item. The report gave a comprehensive introduction to the latest developments in the cooperation between the UN and all relevant partners, in particular the private sector. My delegation associates itself with the statement made by the representative of the Sudan on behalf of the G 77 and China.

Mr. Chairman,

Currently, development is faced with formidable challenges worldwide. Multiple crises such as the financial crisis, food crisis, energy crisis and climate change have seriously undermined the prosperity and development of the world economy and put in jeopardy the prospect of achieving the MDGs. Under such circumstances, the international community should join hands in responding to the crises. We are convinced that strengthening global partnerships will be conducive to fully mobilizing resources from all sectors, helping the developing countries minimize the negative effect of the crises and consolidating the development results accumulated over the years. In order that global partnerships play a bigger role, we believe that attention should be given to the following points:

First, partnerships should operate in conformity with the national development strategies of partner countries. If the will of the partner country is fully respected, cooperation carried out in development areas where needs are the greatest, and finance and technology urgently needed by the partner country provided, it will enable long-term sustainable development of partnerships.

Second, experience and lessons in the operation of partnerships should be summed up in a timely manner. Partnerships established by different agencies, funds and programs of the UN system with the private sector have different ways of operation. It is thus necessary to keep open the channel of exchanges, enhance the transparency and accountability of partnerships, and explore the most effective mode of cooperation so as to maximize the role of partnerships.

Thirdly, it is necessary to maintain the independence and neutrality of the United Nations. The Secretary General mentioned in his report that various agencies, funds and programs of the UN system have increasingly recognized the need to protect the reputation of the Organization when engaging with the private sector. We believe this is an important point. As there are many kinds of partnerships, the UN should set down corresponding screening criteria in selecting potential cooperation partners. At the same time, it is also necessary to reinforce the assessment and monitoring of current partnerships so as to promptly identify problems and make improvements.

Mr. Chairman,

With the deepening of globalization, the interdependence among countries keeps increasing. Strengthening global partnerships to help the developing countries solve the problems they encounter in pursuing development is an effective way to realize the balanced development of the world economy. The Chinese government values the role of partnerships in promoting development and has actively carried out various kinds of pragmatic bilateral and multilateral cooperation with governments, international organizations, the private sector and the civil society with a view to promoting development through cooperation. My government is willing to continue to work closely with all parties in our joint effort to realize the MDGs.
