Remarks by Ambassador Ma Zhaoxu at the Launch of the Case Studies on Experience and Innovation of China's Agricultural Assistance in Guinea-Bissau and Mozambique

Madam Chair,

It gives me great pleasure to be here for the launch of the case studies on China’s agricultural assistance in Guinea-Bissau and Mozambique co-hosted by China International Development Cooperation Agency and UNDP. The CIDCA was founded on 18 April this year and this is their first visit to the UN headquarters. I would like to extend a warm welcome to Mr. Deng Boqing and his delegation.

In 2015, world leaders gathered in New York and inked the 2030 Agenda for Sustainable Development. It serves as a blueprint for global development and charts the course for international cooperation for development. Now it comes to the third year of the implementation of the 2030 Agenda.

As the continent with the largest number of developing countries, Africa faces severe challenges in implementing the SDGs. The international community should increase its sense of urgency and focus on helping African countries meet the SDGs most important to them, such as poverty eradication and hunger, infrastructure development and sustainable industrialization. As the largest developing country and Africa’s good friend, good partner and good brother, China upholds a philosophy of sincerity, real results, amity and good faith, and pursues common interests and puts friendship first in cooperation with Africa. China actively supports Africa in implementing the 2030 Agenda and Agenda 2063 in a joint effort to achieve common progress.

Madam Chair,

In September this year, China and Africa jointly held the FOCAC Beijing Summit. The leaders of China and Africa had an in-depth discussion on the theme of "China and Africa: Toward an Even Stronger Community with a Shared Future through Win-Win Cooperation".

President Xi Jinping announced at the summit that China will work closely with African countries, and in the next three years, focus on eight major initiatives, namely industrial promotion, infrastructure connectivity, trade facilitation, green development, capacity building, health care, people-to-people exchange, and peace and security.

The research report launched today is actually a concrete action to implement the commitments at the Beijing Summit. China's agricultural technology projects in Guinea-Bissau and Mozambique are catered to the local needs. They provide farmers with useful training, and help them establish sales channels to achieve commercial self-development and higher incomes and living standard. We hope to see more attention and input of the international community to better help African countries implement the Agenda 2063 and the 2030 Agenda. With China’s initiative, the Group of 77 submitted to the UN General Assembly a draft resolution on "Eradicating rural poverty to implement the 2030 Agenda for Sustainable Development". We look forward to working with all parties for greater synergy to accelerate the implementation of the 2030 Agenda.

Madam Chair,

This is the fifth year since President Xi Jinping proposed the “Belt and Road Initiative”. The BRI has become the largest international cooperation platform. As of September this year, more than 130 countries and international organizations have signed cooperation agreements with China. Next year, China will hold the second Belt and Road Forum for International Cooperation. We welcome the participation of all parties.

Looking forward, China will continue to enhance complementarity between the development of the Belt and Road and the implementation of the Agenda 2063 and the 2030 Agenda to produce win-win results. Under the framework of the BRI and South-South cooperation, we will provide more assistance to advance people’s well-being and implement more projects on this front to deliver more benefits to the local people. We will work hand in hand with Africa and other developing countries to build a global community with a shared future.
