On 19 April, Ambassador WANG Guangya, Permanent Representative of the People's Republic of China to the United Nations, deposited to the Secretary-General of the United Nations the Instrument of Ratification by China of the International Convention for the Suppression of the Financing of Terrorism. The Convention shall enter into force for China 30 days after the deposition of the Instrument of Ratification, and shall apply to the Hong Kong Special Administrative Region and the Macao Special Administrative Region of the People's Republic of China.

The Convention was adopted on 9 December 1999 at the 54th Session of the General Assembly of the United Nations, and entered into force on 10 April 2002. Aiming at eliminating the sources of funds financing terrorism, the Convention serves as an important action taken by the international community to combat terrorism jointly. In the Convention, offences for financing terrorism are well defined. To prevent and punish such offences, all the States Parties to the Convention are required to adopt relevant legislative, judiciary, law-enforcing and financial monitoring measures. The Convention also provides the legal basis for the State Parties to exercise jurisdiction over such offences, and in order to penalize such offences, the State Parties are obligated to cooperate in such areas as extradition and mutual legal assistance on criminal matters.

The Decision to ratify the Convention was made by the Standing Committee of the Tenth National People's Congress of the People's Republic of China at its Twentieth Session on 28 February 2006. This further illustrates the long-standing position of the Chinese Government to resolutely fight against terrorism in all its forms and manifestations, and the determination of the Chinese Government to combat terrorism through international cooperation in accordance with the relevant national and international law.
