Madam President, I listened carefully to the briefings by Her Excellency Ms Linde Chairperson-in-office of the OSCE and the Minister of Foreign Affairs of Sweden. At present, with the COVID-19 pandemic still ongoing, its impact on world peace and development is gradually emerging. The uncertainty and instability in the international landscape has risen significantly, and the human society is facing unprecedented threats and challenges. All countries should adhere to multilateralism, strengthen solidarity and collaboration, make joint efforts in safeguarding the international system with the UN at its core and the international order based on international law, promoting a pivotal role of the UN in international affairs, the primary responsibility of the Security Council in maintaining international peace and security, and an active role by regional and sub regional organizations in mediating and resolving conflicts in the region. In recent years, the OSCE has done a lot of work in enhancing mutual trust among member states, preventing and resolving conflicts and tackling non-traditional security threats. The OSCE Member States span over a vast area and maintaining peace, stability and prosperity in the region is in a common interests of the international community. China is happy to see a constructive role by the OSCE to this end. China supports the cooperation between the UN and the OSCE based on Chapter VIII of the UN Charter, thereby jointly maintaining international and regional peace and security. In the process of cooperation, the two parties must abide by the purpose and principles of the UN Charter, advocate the settlement of disputes through peaceful means, and respect the will and the rights of the people of the countries concerned. Madam President, The new Minsk Agreement signed in February 2015 and endorsed by the UN Security Council has played a vital role in political mediation and settlement of the Ukrainian issue. China hopes that all parties concerned will fully and effectively implement the agreement, stay committed to the general direction of a political settlement in search of a comprehensive solution to the crisis through dialogue and consultation, with a view to achieving peace, stability and development in Ukraine as soon as possible. The final settlement of the Nagorno-Karabakh issue can only be achieved through negotiation. In this process, the principle of respecting the sovereignty, independence and territorial integrity of all countries should be fully demonstrated. China encourages Armenia and Azerbaijan to stay calm and exercise restraint, observe the ceasefire agreement, adhere to dialogue and the consultation in resolving differences in search of a peaceful solution to the Nagorno-Karabakh issue and work together to achieve regional peace and stability. China welcomes the efforts of the OSCE in seeking political settlement to the hotspot issues, such as Ukraine and Nagorno-Karabakh and supports the OSCE to continue its work in this area.
