Thank you, Mr. President, I thank Special Envoy Kubiš and Ambassador Tirumurti, Chairman of Libya Sanctions Committee and Permanent Representative of India for their briefings. I also welcome the representative of Libya to today's meeting. In connection with the Secretary-General’s report, I'd like to make the following points. At present, Libya’s political process is at the critical stage, and Libya has started the process of national reconciliation. Various parties have held several rounds of consultations on the preparation for the general election. It is hoped that all parties will fully demonstrate their political will, reach consensus on the electoral constitutional basis and electoral law as soon as possible in accordance with requirement the roadmap of LPDF, ensure that the general election will be held as scheduled, and promote a comprehensive and inclusive political transition process. China supports regional countries in continuing to play an important role, welcomes Algeria's convening of a meeting of foreign ministers of neighboring countries, and looks forward to injecting new impetus into the political process of Libya. Maintain the ceasefire and achieving security and stability are the cornerstone of Libya’s national reconstruction. With the promotion of all parties, especially the 5+5 JMC, positive results have been achieved in deploying local ceasefire monitors and opening the coastal road. UNSMIL should deploy the ceasefire monitoring component as soon as possible and encourage regional organizations such as the AU and the Arab League to actively participate. The withdrawal of foreign forces and mercenaries is the core issue for the security in Libya. Any plan should ensure a balanced and orderly withdrawal, so as to avoid risks and challenges for domestic stability and the security of neighboring countries. China encourages Libya to cooperate with neighboring countries in border management, DDR, counter-terrorism, and the prevention of illegal cross-border movement of armed elements and weapons under the coordination of the AU and other regional organizations, so as to jointly safeguard regional security. China attaches importance to the key role played by UNSMIL in peace and stability and supports the extension of its mandate. It is hoped that UNSMIL will fully respect the sovereignty of Libya and the wishes of the people according to the authorization of the Security Council, support the Libyan-owned and Libyan-led political process, and provide support for the preparation of general elections and national reconstruction. China has taken note of the UNSMIL’s strategic review report submitted by the Secretary-General, and hopes that to the UNSMIL adjustment plan will meet the actual situation and the needs of political transition. At present, the humanitarian situation in Libya is grim. The negative impact of the Security Council sanctions on civilians should be reduced. The Security Council should strengthen communication with the Libyan Government, explore the use of humanitarian exemptions and other means to use frozen assets of Libya for national reconstruction and improve people's livelihood. It is hoped that to the Sanctions Committee will earnestly pay attention to this concern of the Libyan Government about the loss of frozen assets, and come up with a solution as soon as possible. Libya is in a crucial period of national reconstruction. The international community should actively lend a helping hand to Libya and provide more assistance and support in economic development and pandemic response. China is ready to work with the rest of the international community to contribute more to the lasting peace and development in Libya. Thank you, Mr. President. |
