Remarks by Ambassador Dai Bing at the UN Security Council Meeting on UNITAMS

Madam President,


I listened carefully to SRSG Volker Perthes for his briefing, and welcome the representative of Sudan to today's meeting.


While it’s experiencing the recent challenges, the Sudan's political transition continues to move in the right direction. The international community should keep the necessary patience, do more things that are beneficial to Sudan's unity and stability, avoid artificial divisions and help the country explore a development path that suits its national conditions. I would like to make the following points. 


First, ever effort should be made to advance the political process. After the resignation of Prime Minister Hamdok, the Sovereign Council indicated that it would remain committed to forming a civilian government and completing all transitional tasks, and would have dialogue with relevant political parties. This should be fully encouraged by the international community. Special Representative of Perthes announced the launch of intra-Sudan political process and reiterated the respect for a Sudanese-led process. China calls for the active participation of other political factions. And the good offices efforts of the international community should fully respect to Sudan sovereignty and leadership, focus on facilitating dialogue amongst Sudanese parties to resolve differences and should avoid taking sides. 


On March 22, the Permanent Mission of Sudan addressed a letter to the President of Security Council, expressing concerns about the fact that SG’s report failed to reflect situation in Sudan comprehensively and accurately. China hopes that UNITAMS in its work, focuses on its core mandates and fully respect and give full attention to the views of the Sudanese government. 


The ways to realize democracy can be diverse, there is no fixed model and there shouldn't be. The international community should support Sudan exploring a development path that suits his national conditions and avoid imposing external solutions. The Chinese government's special envoy for the Middle East visited Sudan last week, and met with General Burhan and other Sudanese leaders, with efforts to help promote the Sudan political process. 


The security situation in the Darfur is largely stable, but the communal conflicts and criminal activities occur from time to time. China appreciates the work of the Permanent Ceasefire Committee and supports the Sudanese authorities in accelerated implementation of the National Plan for Civilians Protection. China condemns the looting of the UNAMID and WFP sites and humanitarian convoys. We wish to be informed of the progress in the incident investigation and to see the adoption of necessary measures to prevent similar incidents in future.


Second,it’s important to relaunch economic growth. At present, high inflation, diminished employment opportunities and lower household incomes are all factors of instability to peace and stability in Sudan. We welcomed efforts made by Sudanese authorities to improve its economy. However, when the Sudanese people need help most, some countries and international organizations decided to suspend international assistance, which is obviously not helpful to suit us endeavor to escape the current predicament. China calls upon UNITAMS to actively mobilize economic development assistance to Sudan in accordance with its mandate. 


China has always done its best to help Sudan economic development. China assisted Sudan slaughterhouse project has begun. Steady progress has been made in the water supply project assisted by China to Sudan. The Chinese government has successfully implemented a maternal and child health care project under the UN fund for South-South cooperation, benefiting more than 70,000 Sudanese women and children. 


Third, sanctions should be lifted as soon as possible. Following the withdrawal of UNAMID, the Sudanese authorities have assumed primary responsibilities for protection of civilians. It is therefore urgent to strengthen its security capacity. The arms embargo has negative impacts on Sudan security capacity building, and the Security Council should adjust sanction measures timely in light of the change situations. Resolution 2620 adopted last month requires the development of benchmarks for adjusting the Sudan sanctions by August 31 this year. China hopes that this requirement can be effectively implemented. 


It must be noted that unilateral sanctions are a roadblock to Sudan's development. unilateral sanctions often failed to solve problems, but they may well create new troubles, worsening food, energy and economic crisis, harming Sudan people's livelihoods and causing new humanitarian consequences. We hope that the relevant country can change its imperious logic of sanctioning and pressurizing other countries at every turn, and try to treat each others as equals and work together for win-win results.
