Remarks by Minister Counsellor Mr. Yao Shaojun at the Security Council Open Video Conference on Work of the United Nations on the African Union-United Nations Hybrid Operation in Darfur (UNAMID)

Mr. President,

I would like to thank USG Ms. DiCarlo and USG Mr. Lacroix for their briefings. I welcome Ambassador of Sudan to join this meeting.

We are pleased to note that the situation in Sudan Darfur is generally stable. Sudan is at a critical stage of transition. We welcome the positive developments on Sudan peace process. The current progress has not come easily, and it's the result of common efforts. We commend the mediation efforts by South Sudan, Africa Union and other regional partners. Meanwhile, we call upon related parties in Darfur to seize the window of opportunity for political progress and respond the Global Ceasefire initiative by Secretary-General. It's time to resolve disputes and differences through political dialogue and promote the peace process.

At the same time, we also need to watch closely the impacts of COVID-19 pandemic to this country and its people. Given the weak health and medical systems in Sudan, we encourage international community to provide assistance, to help Sudanese government strengthen national systems for public health. I agree with Indonesia PR and Russia Ambassador that the unilateral sanctions on Sudan should be lifted. International financial institutions should show flexibility on the debt of Sudan and lend a helping hand. At this stage, China has donated plenty of medical supplies to Sudan including face masks, test kits and protection suits. We will continue to offer help in the future.

UNAMID played an important role in Sudan peace process. China appreciates the great efforts of UNAMID personnel and commend their contributions. Under this special circumstance, we do hope to enhance the safety and security of peacekeepers. Regarding the follow-up presence of UNAMID, the decision should be made based on the Sudanese views and positions, and fully consider situation on the ground. We take note of the proposals in AUC chairperson and Secretary-General's special report. Critical issues including whether to establish a SPM and its specific mandate should fully respect the wishes of host country and sovereignty, independence and territorial integrity of Sudan. The role of AU and other regional organizations should be also recognized.

China is ready to work with the international community, to continue to play a constructive role in promoting Sudan peace and sustainable development.
