Explanation of Vote by Ambassador Geng Shuang on the UN Security Council Draft Resolution on the 1267 Committee

China voted in favor of just adopted Resolution 2734. The resolution reiterates the grave concerns about terrorist activities, asks the states to continue strict implementation of the sanctions measures, and renews the mandates of the Monitoring Team and the Ombudsperson of the 1267 Committee for 36 months. This once again demonstrates the international community's firm resolve to combat terrorism. 

Resolution 2734 provides that when ISIL (Da'esh) and Al-Qaida use sexual and gender-based violence as a tactic of terrorism, such acts may be eligible for designation on the basis of the current criteria. Before the international community reaches a clear consensus on the link between sexual and gender-based violence and terrorism, the phrasing in this resolution is appropriate. We hope that the committee will strictly abide by the aforementioned provision in its follow-up work.

At present, the situation on the international counter-terrorism front remains grim. Terrorist organizations, including the ISIL (Da'esh), Al-Qaida, ETIM/TIP, TTP, and Majeed Brigade continue to be active. The Council should continue to make good use of the 1267 sanctions regime and support countries' counter-terrorism efforts. Council members should strengthen mutual trust and coordination, abandon ideological bias and double standards, and consider listing requests objectively and impartially. China thanks the Monitoring Team and Ombudsperson for their work and expects them to continue to perform their duties impartially, so as to maintain the authority and effectiveness of the 1267 sanctions regime.
