Experiences have shown that although on some occasions sanctions can achieve some positive results, their negative impact, especially to innocent civilians and neighbouring countries are often more serious than expected. As a principle, sanctions should only be imposed in case of absolute necessity. When there is a need to impose sanction, the time frame and objectives should be set in clear and specific terms, and measures should be taken to avoid humanitarian sufferings of the innocent people.
