Statement by Counsellor Yao Shaojun of the Chinese Mission During the Dialogue with the Chair of the Working Group on the Right to Development at the Third Committee of the 71st General Assembly

Madam Chair,

The Chinese delegation wishes to thank Ambassador Akram, Chair of Working Group on the Right to Development, for his presentation and commends his efforts in advancing the work of the Group.

The issue of development bears on national well-being and people’s livelihood. It is ultimately about improving the quality of life for all, safeguarding human dignity, and enabling the pursuit of human value, thereby better protecting and promoting human rights. Development, therefore, is of crucial importance to the realization and enjoyment of human rights. As affirmed by the UN Declaration on the Right to Development, the right to development is a universal and inalienable human right. The significance of this right and the Declaration are reaffirmed in the 2030 Agenda for Sustainable Development.

This year marks the 30th anniversary of the adoption of the Declaration. However, the right to development is yet to be effectively implemented throughout the world and intensified efforts of the international community are urgently needed in this respect. The international community should ensure peaceful and stable development and respect development pathways independently chosen by countries. We need to promote comprehensive and coordinated development and effectively implement the 2030 Agenda. We need to strive for innovative and inclusive development, keep tapping into countries’ development potentials and ensure that development benefit all the people. We should commit ourselves to open and win-win development and raise the voice of developing countries in global governance.

China takes very seriously and actively participates in the work of the Working Group. We welcome the designation of a Special Rapporteur on the Right to Development by the Human Rights Council and expect that all countries will support the work of the Working Group and the Special Rapporteur. China would also like to call upon the OHCHR and other UN human rights bodies to prioritize work for the realization of the right to development and further mainstream this right across the UN system, thus contributing to the effective realization of the right to development worldwide.
