Explanation of Vote before the vote on draft resolution "Strengthening the role of the United Nations in Enhancing Periodic and Genuine Elections and the Promotion of Democratization"

2017-11-09 23:24

Mr. Chairman,

China will abstain from the vote on draft resolution entitled ”Strengthening the role of the United Nations in enhancing periodic and genuine elections and the promotion of democratization ”(A/C.3/72/L.23).

China holds that there are multiple forms of democracy in the world, and as such, there is no “one-size-fits-all” model of democracy. Countries should, in the light of their respective historical and cultural characteristics and levels of development, establish and improve their own forms of democracy and political systems that best suit their national realities. Imitating other’s model of democracy without adapting is not conducive to a country’s stability and sustainable development

Non-interference in other’s internal affairs is a principle enshrined in the UN Charter. It should be abided by in all UN resolutions. China is deeply disappointed that the co-sponsors have refused to incorporate this basic principle in this resolution. We stress that China will interpret this resolution based on its own understanding, and will not accept any element therein that might run counter to China’s domestic systems.

Than you, Mr. Chairman.
