Mr. President,

I wish to thank the Secretariat for the substantial preparatory work for the current Session and the presentation of Executive Director of UN Women Mlambo-Ngcuka. Having perused the report on the Structured Dialogue on Financing, China wishes to comment on the financing efforts of the UN Women as follows:

First, Improving financing strategies. Recently, UN Women has been exploring and using innovative financing mechanisms, while expanding and diversifying, on an ongoing basis, the funding sources, resulting in an improved ability to mobilize resources. China appreciates the above efforts and trend. At the same time, due to exchange rate losses, the core funding for UN Women has been reduced, with an increasing gap for core funding that could be incorporated into programmes. It is hoped that UN Women will continue to maintain and increase both the quality and quantity of major contributors and ensure the predictability and early payments of core resources, while looking for new cooperating partners and striving to expand channels of contributions in search of more resources.

Second, Optimizing the distribution of resources. This year marksthe start of the implementation of Agenda 2030 for Sustainable Development by the international community. It is hoped that UN Women will promote the implementation of the Beijing Declaration and Platform for Action as well as Agenda 2030, focusing on goals and targets that relate to women’s development, fully implement the Strategic Plan 2014-2017, continuously sharpen programme focus, streamline initiatives, and concentrate the limited resources on work areas that are in biggest need and engagement of UN Women’s support.

Third, Strengthening financial accountability. It is hoped that UN Women will continue to strengthen its capacity building and internal management, while improving institutional efficiency and the programme implementation rate. Quality reports on resource utilization are expected to be submitted in time, leading to improved transparency. Efforts should be made to ensure independent and objective internal oversight by the Audit Office and the Investigation and Assessment Office.

Mr. President,

China takes seriously the question of financing for UN Women. Having contributed 2 million dollars to it this year already, China will continue in the following years, making its contribution to helping the UN Women address its financing problems.
