Statement by LI Xiaomei, Representative of the Chinese Delegation, after Adoption of Resolution on Review of the Status of the Human Rights Council by the 65th Session of the General Assembly

Mr.President,

The Chinese delegation supports the statement made by Russia on behalf of the Cross-Regional Group.

Mr. President,

China is always of the view that the United Nations should make paralleled efforts to stress and promote the two categories of human rights, and encourage countries to choose the paths and ways of promoting and protecting human rights in light of their national conditions.The Chinese government has all along championed international cooperation in the field of human rights, and stood for settlement of human rights disputes through dialogue and cooperation on the basis of equality and mutual respect.We oppose politicization or double standard on human rights issues.

The establishment of the Human Rights Council is precisely aimed to improve the human rights protection mechanism of the United Nations,and eliminate the chronic illness of politicization and double standard of the Council’s predecessor, the Human Rights Commission. Since the establishment of the Council five years ago, it has all in all operated smoothly and played a positive role in promoting and protecting human rights.China is of the view that the current status, composition and institutional arrangements of the Council can meet the needs of its mandate.The most urgently needed improvement continues to be the elimination of politicization and double standard.It is regrettable, however, that the resolution in front of us fails to reflect the concerns over this issue expressed by many developing countries, China included.

Nevertheless, China still believes that this resolution, to some extent, reflects the consensus and shows the political wisdom of all parties.China supports adoption of the resolution by the General Assembly.We wish to express our appreciation for the outstanding leadership of GA President and the two coordinators, the permanent representatives of Morocco and Liechtenstein.

Mr. President,

China will take the completion of Human Rights Council review as an opportunity, work together with all parties to push for the Council to adhere to the purposes and principles of the UN Charter and perform its duty in an objective, impartial and non-selective manner, and make contribution to the international human rights endeavors.
