Statement by Ms. QU Jiehao during the Dialogue with the Special Rapporteur on the Human Rights Situation in Belarus

Mr.Chairman,

China has taken note of the report of Mr.Haraszti.

China welcomes the progress achieved by Belarus in promoting and protecting human rights and commends it for having developed its National Human Rights Action Plan 2016-2019, National Social and Economic Development Plan 2016-2020 and the Fifth National Plan of Action on Gender Equality. We are pleased to see Belarus's active participation in country reviews and compliance reviews by human rights treaty bodies, as well as its ratification of the Convention on the Rights of Persons with Disabilities (CPRD) in 2016. All this demonstrates Belarus's positive stance of constructive participation in international human rights cooperation and its firm resolve to promote and protect human rights.

China always advocates constructive dialogue and cooperation as a way for countries to address their differences in the field of human rights. We believe that the Human Rights Council should view a country's human rights situation in a comprehensive, fair and objective manner. We oppose the politicization of human rights issues, public exertion of pressure and confrontational approaches. We are of the view that as an important part of a country's economic and social development, human rights should be advanced on the basis of national circumstances and the wish of the people.

China hopes that Belarus will continue to maintain stability, realize sustainable economic and social development and achieve further progress in the promotion and protection of human rights.
