Mr. Chairman,

The Chinese delegation wishes to thank the Deputy Chef de Cabinet of the Secretary-General, Mr. KIM Won-Soo, for his introduction on Part One: Plan Outline of the Proposed Strategic Framework for the period 2012-2013. I would like to make some comments and suggestions on relevant issues as follows.

First, the longer-term objectives of the Organization should be in conformity with the legislative mandate of the Assembly.

The United Nations, as the world's most universal, representative and authoritative inter-governmental organization, plays an important leading role in such areas as maintaining world peace and security, promoting sustained economic growth and sustainable development, and promoting and protecting human rights. We support the United Nations, in accordance with the relevant legislative mandates of the Assembly, to set the maintaining of peace, promotion of development and seeking development as its longer-term objectives. We also support the identification of the eight priority areas for the past few biennia to continue to be the priority areas for the period 2012-2013, and hold that all the eight priority areas should deserve equal attention.

Second, plan outline should be action-oriented and results-based.

We note with satisfaction that after two consecutive biennia without a decision on plan outline, the 48th session of CPC made a decision on plan outline for the first time. We feel the Secretariat should continue to improve the logic framework, and the plan outline should make more introduction of the challenges facing the Organization, of the successful experienced gained and of lessons to be learned. Proposals of effective strategies and practical measures should also be made in the implementation of the programme plans and the strengthening of the role of the Organization, so that the content of the plan outline can be translated into practical actions and results.

Third, the first priority objective of the United Nations in the medium and long term should be the effective implementation of the Millennium Development Goal (MDG).

We note with concern that, 10 years after the adoption of the UN Millennium Declaration, the international community has made some progress in the implementation of MDGs yet is still far from the genuine realization of MDGs. We believe that, in formulating the strategic framework for the period 2012-2013, the Organization should take into account the tasks and challenges under the new circumstances, accurately reflect endeavours made in the implementation of MDGs and other relevant major international conferences and summits. The international community should be mobilized to take positive action, implement agreed consensus and commitment, redress the imbalance of development and speed up the implementation of MDGs and other internationally agreed development goals, so as to achieve thel balanced, coordinated and sustainable globa development.

Fourth, the structure and format of the strategic framework should reflect the purpose and result of management reforms.

The Strategic Framework is the principal policy directive of the United Nations and an important basis for the formulation of the programme budget. Under the prerequisite of the prerogative of Member States on the overall level of resources, their distribution and the priority areas of the United Nations, the strategic framework should aim at continuously improving results-based budget and results-based management, further improve the qualitative aspects of indicators of achievement, strengthen and improve the budget formulation and monitoring mechanism by Member States, establish mechanism of feed-back impact evaluation, and strengthen accountability.

Mr. Chairman,

The Chinese delegation will actively participate in the relevant consultations, work together with the other Member States and make endeavours for the formulation of the United Nations strategic framework by both drawing upon the experiences and lessons of the last biennium and reflect the challenges facing the Organization and the reform strategies.
