Statement by Ambassador Dai Bing at the Informal Plenary Meeting on the Follow-up to the Declaration on the Commemoration of the 75th Anniversary of the United Nations |

Mr. President, Thank you for convening this meeting. I thank Secretary-General Guterres for his briefing. In September this year, world leaders adopted by consensus the Declaration on the Commemoration of the 75th Anniversary of the UN, in which they have renewed the organization’s purposes and missions, reviewed its achievements over the last 75 years, and made 12 solemn commitments to the people of the world. The blueprint has been drawn up, and the next is to translate grand goals into concrete actions to realize the future we want and the UN we need. We look forward to the report to be presented by Secretary General for the consideration of Member States, as mandated by the Declaration. China has a few points: First, we should keep the right direction. The report should be anchored in a commitment to multilateralism and to the purposes and principles of the UN Charter, including basic principles such as sovereign equality, peaceful settlement of disputes and non interference in internal affairs. The purpose is to take the UN in a direction that upholds justice and the rule of law and promotes cooperation and action. Second, we should focus on key topics. Promoting development, addressing climate change and infectious diseases among others should be the areas of priority for the work of the UN. It is important to strengthen resources and capacities of the UN for the implementation of the 2030 Agenda, and advance the efforts in security, development and human rights domains in a balanced manner. Third, we should be open and inclusive. The implementation of recommendations ultimately depends on Member States. The drafting of report should be based on close communication and full consultation with Member States. A people-centered approach is needed to listen to what people have to say and draw on the Global Dialogues that the Secretariat carried out this year. Fourth, we should maintain unity of Member States. Member States’ unity is a prerequisite for a more effective UN. The report should aim at bridging differences and promoting international cooperation. It should not be allowed to cause divisions or even confrontations among Member States.
