Statement by Ambassador Dai Bing at the Ad Hoc Working Group on Revitalization of the Work of the General Assembly

Madam Co-Chair,

We congratulate Ambassador of El Salvador H.E. Ms. Egriselda

Aracely González López and Ambassador of of Slovakia H.E. Mr. Michal Mlynár on their appointments to Co-Chairs of our working group. China will actively support you in your work.

The GA is the most universal and Representative policy deliberation and decision making body of the UN. All member states have a vested interest in the efficiency and effectiveness of its work. Revitalizing the work of the GA has an important and profound effects on strengthening the organization and enhancing the authority and its standing. In the context of many and diverse global challenges, including COVID-19 and climate change. We should devote ourselves to implementing the commitment of revitalizing the GA as contained in the UN75 political declaration, promoting the improvements and strengthening of its work, responding and reacting positively to the expectations from member states, carrying out effectively the responsibilities under the Charter, and play an important and irreplaceable role in upholding multilateralism and promoting peace and development. We would like to make the following three points.

First, focus on promoting development. Due to the impact of the COVID-19 pandemic, the attainment of the SDGs as scheduled is all the more challenging. The GA therefore must prioritize in its work the implementation of the 2030 Agenda and the promotion of a global economic recovery. The imperative, at the moment, is to galvanize global action in addressing the pandemic and ensure the fair distribution of the COVID vaccines. China has decided to provide 10 million doses of vaccines to COVAX primarily in response to the urgent need in developing countries. We will actively deliver on the pledge to make our vaccines a global public good. We stand ready to work with other countries to make vaccines a public good in developing countries, accessible and affordable. Let's come together in a concerted effort to defeat the pandemic at an early date.

Second, take results-oriented actions. China supports the GA to further improve its agenda-setting work. We hope that the six main committees will strengthen cooperation and, in light with the needs of pandemic prevention and control, adopt efficient and practical working methods, give priority to major issues of universal concern to member states, focus on actions that bring concrete results and ensure that the GA resolutions are implemented on the ground. We support increased human and budgetary resources being allocated to the OPGA. This will lend strong support to the President in delivering on the mandate during the tenure in office, particularly when an office holder is from a developing country.

Third, work towards goals through solidarity and collaboration. The Charter provides a clear division of labor on the main organs of the UN, including the GA, the Security Council, and ECOSOC. Each organ should fulfill its functions and discharge responsibilities accordingly, making full use of their unique strengths. There should be complementarities, not competitions, much less attempts that erode or compromise the performance of mandated responsibilities. On issues relating to international peace and security, the GA should, on the basis of the Charter, strengthen its coordination and cooperation with the Security Council. We hope all parties will preserve the tradition of consensus, strive to seek the broadest agreement possible on GA resolutions and refrain from pushing for a vote at every turn.

Within the framework of the GA ad hoc Working Group, my delegation is prepared to work with all parties through collective efforts to achieve positive progress on this important agenda item, making our contribution to promoting multilateralism and strengthening the role of the United Nations.
