Explanation of Vote by Ambassador Dai Bing on the Adoption of UN General Assembly Resolution on Peacebuilding Financing

Mr. President, 

Peacebuilding contributes to eliminating the root causes of conflicts and achieving lasting peace. It dovetails with the needs of conflict-affected and post-conflict countries, and is an integral part of the UN’s work. China attaches great importance to peacebuilding, and has always actively advocated for and participated in peacebuilding, with support and assistance within its capacity provided through multiple channels to conflict-affected and post-conflict countries for their peacebuilding.

Currently, with significantly greater uncertainty and instability in the international security landscape, there is an ever-growing need for peacebuilding in conflict and post-conflict countries, especially those in Africa. The UNGA resolution just adopted is a major step forward for exploring options of adequate, predictable, and sustained financing for peacebuilding. It also provides an opportunity for strengthening and improving the peacebuilding architecture, which China welcomes. We would also like to appreciate the efforts of the co-facilitators, the Permanent Representatives of Sweden and Kenya. 

Financing through assessed contributed contributions subjects the UN to the management and supervision of its Member States, as a basic principle governing the UN finance. We expect Member States, in line with the resolution, will consider ways to enhance the transparency, accountability, and oversight of the PBF. We expect that the Secretariat will closely consult Member States, review the mandate scope of the fund, give donors as well as the recipient developing countries a greater say over the Fund, and ensure that financing for peacebuilding complies with the current UN budgetary and financial regulations. China will join follow-up discussions actively to look into a fair, reasonable, practical, and feasible approach.
