Q: The Chinese Government renewed Control List of Regulations on Export Control of Dual-Use Biological Agents and Related Equipment and Technologies today. Can you brief us on that?

A: Today, the Chinese Government promulgated the amended Control List of Regulations on Export Control of Dual-Use Biological Agents and Related Equipment and Technologies. This is another important and concrete step of the Chinese Government to continuously reinforce non-proliferation and export control.

In 2002, the Chinese Government promulgated and implemented the Regulations on Export Control of Dual-Use Biological Agents and Related Equipment and Technologies and its Control List, which put the export of the dual-use biological agents and technologies under a legal framework and list control.

To meet the need of international anti-terrorism and non-proliferation efforts, the Chinese Government renewed the 2002 list in light of China's national situation and the experience on export control. 14 more viruses including SARS, toxins, bacteria and equipment have been added into the new list, further clarifying the control scope and reinforcing the strength of control.

China will continue to redouble its efforts to comprehensively and effectively implement the export control regulations as well as continuously improve the export control system. In the meantime, China will work with all other countries to strengthen exchanges and cooperation in the field of non-proliferation and export control.
