Mr. President,

The Chinese delegation would like to thank Executive Director Osotimehin for presenting the 2014 Annual Report of the Fund. We acknowledge the progress and achievements of UNFPA under his leadership.

In 2014, the global economic growth was slow, income disparity and gender inequality remained unchanged, population issues took on many forms, and humanitarian crises caused by conflicts and natural disasters kept increasing. Against this backdrop, in accordance with its mandate, UNFPA made serious efforts in pursuit of the goals set in its Strategic Plan 2014-2017 by focusing on sexual and reproductive health, striving to meet the requirements of QCPR of the operational activities of the UN Development System, strengthening evaluation, internal auditing and oversight and ethics development, and enhancing risk management and internal control. Progress has been made towards realizing the expected results and output indicators for the first year as contained in the results-based Framework, which greatly contributed to the efforts of developing countries in achieving the MDGs.

The Chinese delegation appreciates the leading role of UNFPA over the years in the field of population and development. We hope that in the course of implementing its Strategic Plan 2014-2017, UNFPA will continue to respect the real needs and priorities of program countries, remain committed to the principle of leadership and ownership by program countries, keep increasing its support for capacity building of program countries and effectively help them achieve sustainable economic and social development. Meanwhile, the Chinese delegation is pleased to note that in 2014, UNFPA's core resources registered an increase. We encourage UNFPA to further explore new funding channels and enhance partnership building. At the same time, we call upon traditional donors to truly honor their ODA commitments and contribute more to core resources. We have noted the negative impact of volatile exchange rates on core resources and hope that UNFPA will take effective measures to address the risks resulting from volatile exchange rates.

2015 is a crucial year in international development cooperation when past results are consolidated and future direction defined. At the UN Development Summit to be held in September, the Post-2015 Development Agenda will be adopted, which will articulate the new objectives of and a new vision for international development cooperation. It is our hope that UNFPA will fully implement the Post-2015 Development Agenda, remain concentrated on the priorities in the Strategic Plan, spare no effort in facilitating poverty eradication and sustainable development of the developing countries and keep improving the effectiveness and efficiency of country-specific programs. We also hope that the Evaluation Office will further strengthen the evaluation capacity of country offices, improve the quality of program evaluation, closely monitor the implementation of evaluation conclusions, enhance the capacity of evaluation experts and increase resource allocation. We encourage the auditing and oversight entities to improve the effectiveness of internal governance, risk management and control process. We hope that the management will continue to pay high attention to the recommendations of the Ethics Office, adhere to high ethical standards and promote the culture of moral integrity and clean and transparent administration. At its first regular session in 2015, UNFPA proposed to take South-South cooperation as a fast track priority for this year, and entrust senior managers with this task. We look forward to further updates from UNFPA regarding progress in this area.

Mr. President,

As a developing country with the largest population in the world, China has always attached importance to population and development, as well as its cooperation with UNFPA. We appreciate the positive role of UNFPA in promoting population and development in China. UNFPA's 7th Country Program for China (2011-2015) registered good results. The draft 8th Country Program for China(2016-2020) has been finalized, which we hope will be officially approved at the Second Regular Session of UNFPA Executive Board to be held in September. China will, as always, further deepen its cooperation with UNFPA and join hands with the international community to make tireless efforts to promote the implementation of Post-2015 Development Agenda and the follow-up actions on ICPD's Program of Action beyond 2014.
