The 63th session ofthe UN General Assembly elected 18 new members of Human Rights Council on 12 May 2009. 191 UN Member States were present and voted. Following one round of secret ballot, China won 167 favourable votes and was re-elected to the UN Human Rights Council for another three years from 2009 to 2012. Since China was elected as an founding member of the Human Rights Council in 2006, it has made remarkable achievements in the field of human rights and fulfilled the pledges and commitments made during its last campaign for membership of the Human Rights Council. China contributed a lot to the institution-building of the Council, and has undertaken its first Universal Periodic Review with an open and frank attitude and in a highly responsible manner. Before re-election to the Human Rights Council, the Chinese Government made solemn commitments on promotion and protection of human rights by presenting another aide-memoire of the pledges and commitments to the UN and issuing the first National Action Plan on Human Rights (2009-2010). As the main human rights mechanism of the UN, the Human Rights Council consists of 47 Member States, serving for a period of three years. Besides China, the following countries were also elected in this election: Cameroon, Djibouti, Mauritius, Nigeria, Senegal, Bangladesh, Jordan, Kyrgyzstan, Saudi Arabia, Hungary, Russian Federation, Cuba, Mexico, Uruguay, Belgium, Norway, United States.
