On September 23, 2010, Chinese Foreign Minister Yang Jiechi chaired the second round of political consultations between Chinese and African foreign ministers at the UN headquarters in New York. The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa, and reached broad consensus. They unanimously adopted the Joint Communique of the Second Round of Political Consultations between Chinese and African Foreign Ministers.

Yang said that since the 4th Ministerial Conference of the Forum on China-Africa Cooperation, the Chinese and African sides have actively implemented the outcome of the conference. The eight new measures announced by China have been advanced in a comprehensive manner, with closer political exchanges, deeper pragmatic cooperation, more frequent humanities contacts and increased coordination and cooperation in international and regional affairs between both sides. The new type of China-Africa strategic partnership has continued to develop.

Yang said China-Africa cooperation is equal, mutually beneficial, open and long-standing collaboration and is also an important force for promoting peace and development in Africa and the world at large. "We should further enhance China-Africa cooperation from a strategic perspective, achieve common development and make positive contributions to raising the overall status of developing countries in the international political and economic patterns and to pushing for the building of a more just and reasonable international political and economic order," said Yang. He expressed hope that both sides will enhance solidarity and cooperation in the following four aspects: expanding multilateral cooperation and actively coping with global challenges; deepening pragmatic cooperation and stepping up efforts to implement the MDGs; strengthening security cooperation and pushing for the achievement of lasting peace in Africa; improving cooperation mechanism and expanding the development space of the Forum for China-Africa Cooperation.

Yang said that furthering friendly cooperative relations with African countries is a long-term and steadfast strategic choice made by China. China will earnestly implement the important measures announced by Premier Wen on supporting the development of developing countries as well as the outcome of the 4th Ministerial Conference of the Forum on China-Africa Cooperation, and help Africa achieve the MDGs at an early date. China is ready to work with the African side to continue upholding the tradition of sincere friendship and equal treatment and advance with the times to push forward China-Africa relations.
