Mr. Chairman,

The Chinese delegation welcomes the reports submitted by the Secretary General under this item and appreciates the efforts made by the Special Rapporteur on Disability in advancing the cause of persons with disabilities.

In today’s world, the pace of population aging is accelerating, persons with disabilities continue to face numerous difficulties, and young people face daunting challenges including that of employment. At the same time, countries have yet to completely shake off the effect of the financial crisis which continues to cast a shadow on various social groups. How to better implement relevant UN plans and programs of action and really improve the situation of various social groups is a real question facing each and every country. China believes that countries should work in the following three aspects:

First, efforts to tackle challenges must be based squarely on development. Development is the fundamental path towards the improvement of people’s livelihood and realization of social harmony. Countries should effectively implement the outcome of the High Level Meeting on the MDGs,  so that all people can benefit from development. At present, it is particularly important to pay attention to the question of aging and establish sound pension system and health care system; incorporate persons with disabilities into the mainstream of development and improve their living conditions; implement proactive employment policy and create job opportunities for the young people through sustained economic growth.

Secondly, protection of vulnerable groups must be strengthened. Countries should committed themselves to eliminating various forms of discrimination based on race, sex, age or disability, and facilitating the active participation of vulnerable groups such as persons with disabilities, the indigenous peoples and migrant workers in economic and social activities. Policy and financial support for low-income families and special groups should be increased, basic social services including education, health care, nutrition and housing should be made universal, and social equity and justice should be upheld.

Thirdly, greater attention must be given to the developing countries. The negative effect of the financial crisis on the developing countries continues to fester, making the development environment for the developing countries even more difficult. The international community should increase development assistance to support the endeavors of the developing countries in the social field. The United Nations should carry out more activities in the areas of experience exchange and capacity building to create favorable conditions for the developing countries to exchange among themselves and learn from one another.

While tackling the formidable challenges of economic transition and structural readjustment, the Chinese government also pays great attention to social issues like the ageing, persons with disabilities and youth. We have been steadily increasing input in health care, social security and education for vulnerable groups and striving to build a harmonious society that holds people as its center. China actively implements the Madrid International Plan of Action on Ageing and spares no effort in safeguarding the legitimate rights and interests of the aged. We have been working conscientiously to implement the UN Convention on the Rights of Persons with Disabilities and have submitted our initial compliance report on schedule. We have also worked hard to create jobs for young women, youth with disabilities and young migrant workers from rural areas, safeguard the legitimate rights and interests of young migrant workers and strive to lift the poor youth in towns and cities out of poverty. We take an active part in the cooperation on human resources, social protection and employment in the UN, ASEM and APEC, aiming at promoting policy and experience exchanges. 

The Chinese government highly appreciates the important role the UN plays in the field of social development. We will continue our active effort to implement relevant UN plans and programs of action, take part in international cooperation in the field of social development and work together with other countries to advance the causes of the aged, persons with disabilities and youth.
