Remarks by Ambassador Dai Bing at the General Debate of the Second Committee of the 75th Session of the UN General Assembly

Madam Chair,

The Chinese delegation congratulates Nepal on assuming the Chair of the Second Committee of the 75th Session of the UN General Assembly and aligns itself with the statement made by the representative of Guyana on behalf of the Group of 77 and China.

Currently, the COVID-19 is still spreading globally and the world economy is in recession. Developing countries are faced with serious challenges such as poverty eradication and others. At a series of high-level meetings during the 75th Session of the UNGA, leaders around the world strongly called for upholding multilateralism, strengthening solidarity and cooperation, combating COVID-19 and building back better with the 2030 Agenda for Sustainable Development as the blueprint, so as to realize the goal of “leaving no one behind”. The international community should step up efforts in the following aspects.

First, follow the historical trend of globalization and build an open world economy. We should face up to major issues such as the wealth gap and the development divide, strike a proper balance between the government and the market, fairness and efficiency, growth and income distribution, and technology and employment so as to ensure full and balanced development that delivers benefit to people from all countries, sectors and backgrounds in an equitable way. We should uphold the multilateral trading regime with the World Trade Organization as the cornerstone, say no to unilateralism and protectionism, and work to ensure the stable and smooth functioning of global industrial and supply chains.

Second, enhance coordination and take joint efforts to tackle global economic slowdown. We should take coordinated and effective monetary and fiscal polices to keep the stability of global market, and prioritize development at the global macro policy coordination. The developed countries should honor their commitments in providing development assistance. We should fully mobilize development resources, including make the utmost of the Special Drawing Rights of the International Monetary Fund, in order to mitigate global debt and liquidity risks.

Third, improve governance and strengthen readiness to global challenges. We should safeguard the international system with the UN at its core, make the repositioning of the United Nations Development System better support the Member States in implementing the 2030 Agenda, uphold the principles of extensive consultation, joint cooperation and shared benefits so as to ensure that all countries enjoy equal rights and opportunities and follow the same rules. We should also pay greater attention to the concerns of the developing countries and further improve their representativeness and voice in global economic governance.

Fourth, promote green development and achieve high-quality and resilient recovery. We should take accelerated actions to combat climate change and preserve biodiversity, and promote global green and low-carbon transition. We should also seize the opportunities presented by the new round of scientific and technological revolution and industrial transformation, fully tap the potential of emerging industries such as digital economy and clean energy, and thus create powerful driving force for sustainable development.

Madam Chair,

With the arduous and painstaking efforts made by the Chinese people, China has brought COVID-19 under control, promoted resumption of work and production, achieved stable economic recovery and is expected to yield economic growth this year. China has great empathy for the difficulties faced by other developing countries and will provide US$ 2 billion international assistance over two years, fully implement the G20 Debt Services Suspension Initiative and call for its further extension, and cancel interest-free government loans owed by African countries that will mature by the end of 2020.

China vigorously promotes innovative development, accelerates the development of digital economy, 5G and artificial intelligence, and has put forward the Global Data Security Initiative. Besides, China proactively implements green development and will scale up its intended Nationally Determined Contributions and strive for peaking of CO2 emissions before 2030 and carbon neutrality before 2060.

China sticks to people-centered development and will lift out of poverty all rural residents living below the current poverty line, and meet ten years ahead of schedule the poverty eradication target set out in the 2030 Agenda. China is ready to share its experience with other developing countries, deepen South-South cooperation, promote poverty eradication and improve people’s livelihood as well as achieve common development by jointly promoting the Belt and Road cooperation.

China fully supports the UN in playing its central role in international affairs, and has made following announcements: to provide another US$50 million to the UN COVID-19 Global Humanitarian Response Plan, to provide US$50 million to the China-FAO South-South Cooperation Trust Fund (Phase III), to extend the Peace and Development Trust Fund between the UN and China by five years after it expires in 2025, and to set up a UN Global Geospatial Knowledge and Innovation Center and an International Research Center of Big Data for Sustainable Development Goals to facilitate the implementation of the 2030 Agenda.

China stands ready to work together with all parties to jointly build a community with a shared future for humankind and create a better future for all.
