Statement by Ambassador Zhang Jun at UNGA on the Question of Palestine and the Situation in the Middle East

2020-12-02 11:30

Mr. President,

The Palestinian question which remains at the heart of Middle East situation, bears on regional peace, international justice and human conscience. Dozens of Heads of State and governments sent congratulatory messages to yesterday's event observing the International Day of solidarity with Palestinian people. This fully shows that the international community has all along been seized of the Palestinian question. To promote a comprehensive, just and lasting solution to the Palestinian question at an earlier date remains the general aspiration and the call by the regional countries and the international community.

China has been attaching paramount importance to the Palestinian issue. President Xi Jinping, in his congratulatory message to yesterday's commemorative meeting, reiterated that China firmly supports the just cause of the Palestinian people to restore their legitimate national rights, as well as all the efforts conducive to the peaceful settlement of the Palestinian issue.

Recently, the Palestinian and Israeli relations are becoming increasingly tense and the peace process is dragging on in difficulty, and the risk of regional conflict is on the rise. All this demands greater efforts by the international community to find a just an reasonable solution to the Palestinian question, and to achieve lasting peace and security in the Middle East region.

The international community should adhere to the right direction of the two-state solution. The two-state solution is a bottom line of international justice, there's no going against the tide of history. The relevant UN resolutions, the land for peace principle, and the two-state solution, have galvanized wisdom and painstaking efforts of generations of people, and are important parameters in the Middle East peace process. Moreover, they are the basis for solving the Palestinian question, and should be duly observed and implemented. Both the Palestinian and Israeli sides should remain committed to the strategic choice of peace talks, seek an early solution to the issue of the occupied Palestinian territory pursuant to the relevant UN resolutions, delineate the final Palestine-Israel border through peace talks, and refrain from any action that might fuel the tensions.

The international community should achieve greater synergy to promote peace talks. The Palestinian question should not be marginalized, instead it should remain front and center of the international agenda. The international community, countries with influence over Palestine and Israel in particular, should uphold the position of objectivity and fairness and promote Middle East peace process in sincerity and good faith. Any initiative on the Palestinian issue must take into account the voices of regional countries, especially Palestine, and heed the concerns of all parties, and there should be no imposed solutions. China welcomes the proposal of President Abbas to convene an international peace conference early next year, and hopes that the international community will join hands in creating favorable conditions for the settlement of the Palestinian question.

The international community should support Palestine to improve economic and humanitarian situation. The international community, while facilitating the peace process, should effectively assist Palestine in achieving socioeconomic development and support the work of UNRWA. Currently we should pay greater attention to the grave challenges brought by COVID-19 to Palestine and help the Palestinian people combat the pandemic and achieve economic recovery. This year, China has provided multiple batches of anti-epidemic assistance, sent team of medical experts, made contributions to UNRWA, and through the agency, provided Palestine, and the Palestinian refugees in Jordan, Lebanon and Syria with personal protection supplies. China will continue to do all it can to help Palestine combat the pandemic and improve people’s livelihood.

Mr. President,

I'd like to emphasize, currently the Middle East region is still in turmoil. The tension has flared up back again in the Gulf, causing grave worries and concern. China is against any act that aggravates the regional tension and undermines regional peace and stability. China urges the parties concerned to make joint efforts to ease tension and maintain peace and stability in the region.

As a sincere friend of the Palestinian people, China has always put its heart into the Middle East peace process. We will continue to make unremitting efforts to uphold international fairness and justice and promote peace and stability in the Middle East region.

Thank you, Mr President.
