Ladies and Gentlemen,

Dear Friends,

Welcome to the virtual reception commemorating the 72nd anniversary of the founding of the People’s Republic of China and the 50th anniversary of the restoration of its lawful seat in the United Nations. The pandemic may have prevented us from meeting in person, but it will not prevent us from sharing joy, enhancing friendship and deepening cooperation.

The year 2021 has left the world with many special memories. It is also a unique year for us Chinese people.

This year, the Communist Party of China celebrated its 100th birthday. Without the CPC, there would be no New China. From the very first day of its existence, the CPC has been committed to the happiness of the Chinese people and the progress of humanity. The past 100 years has been a great journey for the Party. The Party can succeed, because it has united and led the Chinese people to find a development path suited to our national conditions, realized national independence, liberation and prosperity, made people the real master of the country, and translated ideals of democracy, freedom, human rights and equality into reality. This is China’s success. And it is also an important contribution to world peace, development and progress of humanity. At its 100th anniversary, the Party is showing even stronger vigor and vitality. The CPC will continue to work with all peace-loving countries and people to uphold peace, development, fairness, justice, democracy, freedom and other values we humanity share, and together make our world a better place.

This year, China completed the building of a moderately prosperous society in all respects. This is a milestone in the history of the People’s Republic. China’s per capita GDP has jumped from dozens of US dollars in the early days of its founding, to more than 10,000 US dollars today, doubling the world population with per capita GDP of over 10,000 US dollars. We have brought about a historic resolution to absolute poverty in China. We achieved the SDG on poverty alleviation 10 years ahead of the schedule, by lifting 770 million rural population out of poverty, accounting for over 70 percent of poverty reduction worldwide. Such an achievement has significantly bolstered global efforts in poverty alleviation. The vision of building a moderately prosperous society, a dream that can trace back to the poem made by our ancestors more than 2,000 years ago, finally became reality.

This year, we started our new journey, that is, to build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful when we celebrate the 100th birthday of the PRC. This year is a new starting point for us. The 14th Five-Year Plan and the long-range goals for 2035 provide us with new tasks and a new roadmap. China will speed up the fostering of new development dynamics, pursue common prosperity through high-quality development, and continue opening up at a higher level. This will offer greater strength to world peace and stability, and more opportunities for common development.

Also this year, we commemorate the 50th anniversary of the restoration of China’s lawful seat in the UN. Five decades ago on October 25, the 26th session of UN General Assembly adopted Resolution 2758, deciding to restore all its rights to the People’s Republic of China and to recognize the representatives of its government as the only legitimate representatives of China to the UN. It was a victory for New China’s diplomacy, a victory for justice and fairness in the world, and a victory for the purposes and principles of the UN Charter.

50 years on, despite all the difficulties we encountered, we remain true to our original aspiration.

50 years on, China has always been a builder of world peace, a contributor of global development, a defender of international order, and a provider of public goods, shouldering our due responsibility in safeguarding the common interests of human progress. As a permanent member of the Security Council, China has set a good example in practicing multilateralism. We firmly uphold the international system with the UN at its core, the international order underpinned by international law, and the basic norms governing international relations underpinned by the purposes and principles of the UN Charter. As the second largest economy, China has made the biggest contribution to global growth for 15 consecutive years, and is the second largest contributor to UN regular budget and peacekeeping assessments. We closely link our own development with the development of the whole world. We are making every effort to promote common development, including providing strong support to over 120 developing countries for their implementation of the Millennium Development Goal. China actively advocates peaceful co-existence and win-win cooperation, and promotes the building of a community with a shared future for mankind, presenting China’s visions and solutions to meeting global challenges.

Ladies and Gentlemen,

History moves on and takes us forward. China continues to develop and the world continues to change. But no matter what development stage China is at, and no matter how the international situation may change, our support to the UN and multilateralism will remain consistent, enduring and reliable. Faced with profound changes and a pandemic unseen in a century, President Xi Jinping attended the general debate of the UN General Assembly last week, and made an important statement. He laid out China’s new propositions, assessments and actions on COVID-19 response, economic recovery, international relations and global governance. President Xi also proposed a Global Development Initiative, which grasps the major, urgent issues facing today’s world, and echos the expectation of developing countries, offering China’s solutions to global challenges as the world is again at a historical crossroads.

Standing at a new starting point in history, China will, as always, support the coordinating role of the UN. We call for highlighting development in the global macro policy framework, making global development more robust, greener and healthier, and together building an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.

We will join hands with countries around the world to strengthen international cooperation against the pandemic and build a line of defense for people’s life and health. China will strive to provide two billion doses of vaccines to the world by the end of this year. In addition to donating 100 million US dollars to COVAX, China will donate 100 million doses of vaccines to other developing countries in the course of this year. These vaccines will benefit hundreds of millions of people, and greatly boost global efforts for an early victory over the pandemic.

We will join hands with countries around the world to speed up the implementation of the 2030 Agenda for Sustainable Development. In particular, we will focus on poverty reduction, food security, education and other urgent needs by developing countries amid the global pandemic, and provide financial, technological and capacity-building support, so that no country and no individual will be left behind. China has pledged an additional three billion US dollars of international assistance in the next three years to support developing countries for COVID-19 response and economic and social recovery.

We will join hands with countries around the world to actively address climate change, improve global environmental governance and build a community of life for man and nature. China will strive to peak its CO2 emissions before 2030 and achieve carbon neutrality before 2060. This requires tremendous hard work, and we will make every effort to meet these goals. China will step up support for other developing countries in developing green and low-carbon energy, and will not build new coal-fired power projects abroad.

We will join hands with countries around the world to promote democracy and rule of law in international relations. We will pursue dialogue and inclusiveness over confrontation and exclusion, and uphold mutual respect and win-win cooperation in international relations. We will practice true multilateralism, and build the UN into a core platform for countries to jointly safeguard universal security, share development outcomes, and chart the course forward for the world.
