Promote Stronger, Greener, Healthier Global Development ——Remarks at Ministerial Roundtable of HLPF by His Excellency Huang Runqiu, President, COP 15 of CBD, Minister of Ecology and Environment of China

Ladies and gentlemen, dear colleagues,

Good afternoon! It is a great opportunity to discuss accelerating the implementation of 2030 Agenda for Sustainable Development.

Right now, we have yet to walk from the shadow of a once-in-a-century pandemic, governance deficit in areas like climate change has not yet been addressed, and the global economic recovery is weak and faltering, all of which has brought us with unprecedented challenges in implementing the 2030 Agenda for Sustainable Development.

Here, I would like to share three points of view:

First, we must stay committed to development. Only through continuous development can the people's dream for a better life and social stability be realized. We must put development at the center of the international agenda, implement the United Nations 2030 Agenda for Sustainable Development, and pursue development in real earnest and promote development in concert. China will fully implement the a new development philosophy, efficiently coordinate COVID-19 pandemic prevention and control with economic and social development, put the task of ensuring steady growth on an even more prominent position, and take coordinated moves to keep growth stable, promote structural adjustment and carry out reform, thus to achieve continuous and sound economic and social development.

Second, we must resolutely promote green and low-carbon transition. At present, the world is undergoing emerging food and energy security crises. We especially need to keep our determination, not to waver or even to reverse the course of green transition. China will remain firm in advancing its efforts to meet carbon peaking and carbon neutrality goals. To this end, China will act based on the principle of establishing the new before abolishing the old, and its fundamental realities of coal-based energy structure, to make more efforts on the clean and efficient use of coal, to boost the capacity of power grids to absorb electricity generated from renewable energy sources, and to promote optimized combination of coal and new energy, thus to secure a low-carbon and safe development.

Third, we must adhere to the path of cooperation. Countries around the world are like passengers aboard the same ship who share the same destiny. We should jointly build a global development partnership and leave no country or person behind. China will uphold the concept of a community with a shared future for mankind, actively promote global sustainable development, and provide more public goods for the world. At present, we are making every effort to organize the second part of the fifteenth meeting of the Conference of the Parties to the United Nations Convention on Biological Diversity, hoping that all parties will work together towards the same direction to build a community of life on earth.

Dear colleagues, ladies and gentlemen,

Last year, Chinese President Xi Jinping announced the Global Development Initiative, aiming at injecting new momentum for the United Nations 2030 Agenda for Sustainable Development and building a global community of development. So far, the initiative has been well received and supported by more than one hundred UN member states and international organizations. Together with the international community, we will promote the implementation of the initiative, to realize a stronger, greener, and healthier global development.
