Dear Colleagues,

Climate change is a common challenge for all humanity. With the adoption of the UNFCCC in 1992, the international community has embarked on a grand journey of collective response to climate change. Thanks to our joint efforts, active response to climate change has become a consensus for all, and green, low-carbon transformation has been carried out on the global scale. The COP26 meeting held last November has shown once again that strengthened multilateralism, unity and coordination represent the only way forward for us to deal with climate change.

China has been actively honoring our commitments regarding climate change with concrete actions. At the 75th session of UNGA, President Xi Jinping announced that China aims to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060, and he later announced that China will not build new coal-fired power projects abroad. All these have shown China’s sense of mission as a responsible major country. China has set up the Leading Group on Carbon Peaking and Carbon Neutrality. We have also established the “1+N” policy framework for carbon peak and carbon neutrality, carried out a pollution and carbon reduction campaign in key areas and industries, and launched the world’s largest carbon trading market. All these are part of China’s contribution to the global climate governance.

Last September at the general debate of the 76th session of UNGA, President Xi Jinping solemnly proposed the Global Development Initiative, with climate change and green development as the priority areas. At the recent High-level Dialogue on Global Development, China announced the setting-up of Global Network for Sustainable Forest Management, Chemical Earth Big Science Program, and many other pragmatic measures. China also attended the recent 6th Ministerial on Climate Action and Bonn Climate Change Conference. There we had in-depth discussions on topics such as climate action and implementation, mitigation and adaptation, and support for developing countries, offering China’s wisdom and solutions to global climate cooperation.

Later in November this year, COP27 will be held in Egypt. China supports Egypt in hosting a successful COP27. We hope that all parties will build political trust, practice true multilateralism, implement the principles of the Convention such as Common But Differentiated Responsibilities, translate the goals of nationally determined contributions into practical actions, and effectively respond to the demands of developing countries. At COP27, developed countries should fulfill their commitments such as providing 100 billion US dollars in annual support to developing countries, and doubling the funding for adaptation. China looks forward to a fruitful COP27 to strongly boost the full, balanced, and effective implementation of the Convention and the Paris Agreement.
