Remarks by Minister-Counselor Sun Zhiqiang at the UN Security Council Briefing on the ICC Libya Report

Madam President, 


I have listened carefully to the briefing by Chief Prosecutor Karim Ahmad Khan. I welcome the presence of Ambassador Taher M. El-Sonni, Permanent Representative of Libya, at this meeting. 


We have taken note that in the recent period, all Libyan parties have continued to advance the political process, and the House of Representatives and the High Council of State have formed a joint 6+6 Committee, which held meetings recently. SRSG Abdoulaye Bathily has conducted extensive and in-depth communication with all Libyan parties. China supports all Libyan parties in pursuing continued dialogue that builds on previous efforts to create conditions for the general election to be held as soon as possible. 


External interference is a major cause of the protracted crisis in Libya. Commitment to the principle of Libyan ownership and Libya leadership is the only way to peace and stability in the country. The international community should provide constructive support for Libya’s political stability, national reconciliation, and economic development, and avoid the complex impact of externally imposed solutions on the situation in Libya. 


Finally, we reiterate that China’s position on ICC-related activities remains unchanged. We hope that the ICC will continue to strictly follow the principle of complementarity as stipulated in the Rome Statute, fully respect the judicial sovereignty and reasonable opinions of the countries concerned, and avoid politicization and double standards in its work.
