Remarks by Ambassador Geng Shuang at the UN Security Council Emergency Meeting on Ukraine

I thank Assistant Secretary-General Miroslav Jenča for the briefing.

The missile attack on the Donetsk region yesterday resulted in the damage of municipal and civilian infrastructure and dozens of civilian casualties. China is gravely concerned about this. The protection of civilians is a red line under international humanitarian law. Civilian infrastructure should not and must not be allowed to become military targets. Whether on the question for Ukraine or on other issues, China opposes all violence and attacks against the civilians. China once again calls parties to the conflict to remain calm and exercise restraint, strictly abide by international humanitarian law, and do their utmost to protect civilians and key civilian facilities.

Relying on arms, one may win wars, but not peace. The relentless flow of weapons into the battlefield only serves to exacerbate and perpetuate the Ukraine crisis and launch even more innocent lives into the depths of suffering. We call upon all parties, in particular countries with major influence, to play a truly positive role, instead of aggravating confrontation, prolonging the war, and exacerbating tensions, and work to foster an environment conducive to peace.

On issue of Ukraine, China's position is crystal-clear. We always stand on the side of peace and on the side of dialogue. We remain committed to facilitating peace talks and seeking a political solution to the Ukraine crisis. The international community should step up diplomatic efforts with a greater sense of urgency. We urge the parties concerned to respond to the call for peace from the international community, strengthened their engagement, and build consensus, so as to achieve a ceasefire and cessation of hostilities and restore peace without delay.
