Explanation of Vote by Ambassador Dai Bing on the UN Security Council Draft Resolution Extending the Mandate of UNISFA

In recent years, the United Nations Interim Security Force for Abyei has been dedicated to performing its duties under difficult conditions, and played an important role in maintaining stability in Abyei, promoting the political process, and resolving inter-communal conflicts. China supports the renewal of the mandate of UNISFA and has voted in favor of the draft resolution. 

Three years have passed since the reconfiguration of UNISFA, and the resolution just adopted authorizes the United Nations to conduct a new strategic review of the Force. We hope that the Secretary-General will strengthen coordination and communication with the Governments of Sudan and South Sudan, regional organizations, and troop- and police-contributing countries in conducting the strategic review, listen fully to the reasonable views of all parties, and put forward practical recommendations for UNISFA to improve its effectiveness in carrying out its duties. At the same time, recently, due to the complex and fluid security situation in the region, UNISFA has faced many difficulties in the transport of equipment and logistical supplies. We call on the UN Secretariat to implement the requirements as involved in the resolution, take the lead in coordinating with all parties, and take effective measures to minimize the impact of the regional security situation on UNISFA's transport of equipment, personnel rotation, and logistical supplies, so as to ensure the safety and security of peacekeepers. We also expect South Sudan, Sudan, and other relevant parties to provide the greatest possible facilitation for the effective performance of UNISFA.

It needs to be mentioned that during the consultations, the constructive proposals put forward by some Council members were not fully taken on board, the legitimate concerns of the parties concerned were not given sufficient attention, and the pen-holder opted to put the draft in blue for a vote when there were still differences among the parties, resulting in the Council's failure to speak in one voice. We express our regret about such a move, which is not conducive to enhancing consensus among all parties or maintaining the unity and cooperation of the Council. China expects the pen-holder to uphold an objectively and impartial position and make greater efforts in this regard.
