I thank Special Representative Hanna Tetteh for her briefing and congratulate her on assuming the new role. I also welcome the Permanent Representative of Libya at today's meeting.
For some time now, the Libyan people, with the support of the international community, have continued to advance the country towards the restoration of peace, stability, and prosperity. At the same time, Libya remains deeply mired in a political impasse with mounting humanitarian and economic pressure. The international community and the Security Council should provide more support to help Libya overcome such difficulties. To this end, I wish to emphasize the following three points.
First, we must support a revitalized political process. Recently, the High State Council and the House of Representatives held talks in Cairo to strengthen dialogue among political factions. Local elections in several regions of Libya have continued to proceed smoothly. Since taking office, Special Representative Hanna Tetteh has engaged actively with key Libyan stakeholders and regional countries to encourage support for the political process. These are positive developments. China appreciates the efforts made thereof by Special Representative Hanna Tetteh. We call on all parties in Libya to strengthen dialogue, rebuild political mutual trust, and make progress on key outstanding issues such as drafting local electoral laws and holding national elections, with the aim of unifying state institutions. The international community and the UN should provide constructive support to Libya on the basis of respecting its sovereignty and ownership. China notes that the advisory committee has held several meetings since its establishment. We will continue to follow its outcomes and methods of work. We hope UNSMIL will strengthen communication with all parties to enhance trust in the committee among Libyan stakeholders.
Second, we must make every effort to maintain overall stability. At present, the ceasefire agreement in Libya is largely holding, but the security situation remains fragile. Differences and frictions among certain armed groups may worsen the situation. Preserving peace and stability in Libya is the foundation for advancing the political process. China calls on all parties in Libya to exercise restraint and avoid any unilateral action that could escalate the situation. The UN should increase its focus on the implementation of the ceasefire agreement, further promote coordination and integration of military and security institutions in the east and the west, and advance the withdrawal of foreign mercenaries and fighters from the country's territory. Secretary-General Guterres, in his report, has once again emphasized the rampant nature of human trafficking in Libya. All parties should jointly support Libya in strengthening its capacity to combat human trafficking and dismantle its network.
Third, we must address economic and humanitarian challenges. Recently, due to internal and external factors, Libya's foreign exchange deficit has continued to widen. Earlier this month, the central bank issued a statement announcing a devaluation of the dinar, indicating rising economic instability. In this context, all parties in Libya should prioritize national interests, set aside differences, and jointly work toward economic stabilization to prevent further economic decline from jeopardizing development and stability. Relevant frozen assets should be managed in a strict and transparent manner to avoid arbitrary misappropriation or misuse. UNSMIL should continue to encourage Libyan stakeholders to accelerate the establishment of a unified budget and implement effective fiscal management reforms. The international community should also increase investment in Libya to inject new momentum into its economic development. Meanwhile, we must pay further attention to the spillover effects of the Sudan conflict on Libya and help Libya effectively address the influx of refugees. We call on major international donors to provide more humanitarian funding to help alleviate the humanitarian situation in Libya. China stands ready to work tirelessly with the international community in promoting lasting peace, security, development, and prosperity in Libya.
