Statement by Mr. Shi Xiaobin at the 70th Session of the UN General Assembly On Agenda Item 82 UN Program of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law

Mr. Chairman,

The Chinese delegation aligns itself with the statement by the representative of South Africa on behalf of G77 and China, and thanks the Secretary General for his report on the UN Program of Assistance in the Teaching, Study, Dissemination, and Wider Appreciation of International Law.

As the legal foundation of the modern international system, international law plays an important role in safeguarding international equity and justice. This year also marks the 50th anniversary of the establishment of the Program of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law. Over the past 50 years, the Program of Assistance has contributed significantly to the promotion and dissemination of international law and the enhancement of the capacity and competence of member states, developing countries in particular, in the field of international law. In this connection, the UN Office of Legal Affairs has done a huge amount of work with remarkable achievements, for which China would like to express its appreciation.

China is pleased to note that in response to the strong appeal of member states, the 69th session of the General Assembly adopted resolution 69/117, which decided to include in the UN regular budget the necessary funding for the UN regional courses in international law and the UN Audiovisual Library of International Law. China believes that the coverage by the regular budget of the expenses of the Program of Assistance will ensure the long-term and sustainable development of the Programof Assistance and give a powerful impetus to the stable operation of various projects under the Programof Assistance, thus benefiting countries of the world, including the developing countries. The Fifth Committee is currently considering the program budget for the next biennium, and we hope to see a satisfactory outcome on this issue.

Mr. Chairman,

As a responsible member of the international community, China always attaches great importance to the teaching, study and research of international law, and has taken concrete actions to actively support the UN Program of Assistance. In recent years, the Chinese government has been making yearly donations of 30,000 US dollars to the Program of Assistance for supporting regional courses in international law in Asia and Africa, as well as the UN Audiovisual Library. Several Chinese scholars have also made video programs for the Lecture Series of the Audiovisual Library.

In addition, it is worth mentioning that from 13th to 17th this April, China successfully hosted the 54th Annual Session of Asian-African Legal Consultative Organization (AALCO), and set up the China-AALCO Research and Exchange Program on International Law, with a view to facilitating the work of AALCO and deepening exchanges and cooperation in the field of international law among countries of Asia and Africa. China is willing to explore the feasibility of cooperation with the UN Program of Assistance within the framework of the China-AALCO Research and Exchange Program on International Law, and further support the development of the Program of Assistance, so as to make its due contribution to the promotion of the teaching, study, dissemination and wider appreciation of international law.
