Statement by Ambassador WU Haitao at the High-level Plenary Meeting of the General Assembly Devoted to the Comprehensive Mid-term Review of the Implementation of the Vienna Programme of Action

Mr. President,

The Chinese delegation would like to align itself with the statement made by Palestine on behalf of "G77 and China".

The Vienna Programme of Action (VPoA) points out a clear direction for the international community to support the efforts of landlocked developing countries (LLDCs) to address their special challenges. After five years of implementation, the Programme of Action has seen some achievements, but its progress is not balanced. The international community should continue to promote the full implementation of the VPoA and support LLDCs in their efforts to achieve the Sustainable Development Goals by 2030.

First, deepen international development cooperation to create a favorable development environment for LLDCs. There is a need to adhere to north-south cooperation as the main channel. Developed countries should honor their ODA commitments actively, while developing countries in general should actively conduct south-south cooperation and triangular cooperation. The UN should continue to support LLDCs' efforts to realize sustainable development.

Second, jointly build an open world economy. There is a need to firmly defend multilateralism, oppose unilateralism and protectionism, maintain the multilateral trade system, implement the Trade Facilitation Agreement and help LLDCs better integrate into the world trade system.

Third, take actions to implement the VPoA and build a global partnership of connectivity. The international community must prioritize action and strengthen connectivity cooperation between LLDCs and transit countries, help LLDCs address their geographical constraints, and promote LLDCs' better integration into regional and global supply chains so as to facilitate their all-round economic and social advancement.

Mr. President,

As the biggest developing country, China has always supported the development of LLDCs. Under the "Belt and Road Initiative", China is actively conducting practical cooperation with LLDCs. China will continue to support the connectivity of LLDCs in infrastructure, trade, digital industry, energy and other areas and create space for cooperation that features openness, mutual benefit, win-win and equality to jointly realize sustainable development and build a community with a shared future for mankind.
