Mr. President,

The Chinese delegation thanks Administrator Helen Clark for the presentation and appreciates her leadership of UNDP in a tireless effort and in cooperation with the international community to address emerging challenges in the field of development with a sharp focus on the core issues in order to eradicate poverty and achieve MDGs and sustainable development. The Chinese delegation also appreciates the progress achieved in this regard.

Mr. President,

The 67th Session of the GA adopted Resolution 67/226 on QCPR by consensus. The resolution lays out an integrated arrangement for funding, priorities, harmonized operation and follow-up on implementation in the UN development system. It provides guidance to UNDP and other development agencies for business planning, project execution, management and operation, and cooperation with member States. We hope that UNDP will work hard to meet the requirements of QCPR, further strengthen management, improve efficiency, enhance fund raising activities, set out clear focus and priorities for its operational activities, increase support for LDCs, pay attention to the unbalanced development of middle-income countries, support South-South cooperation, increase input for capacity building and development and effectively help developing countries to expand their capacity for development.

Periodic project review is an effective mechanism to ensure that project planning and resource allocation are in sync with evolving situation and changing needs. Decision 2012/28 of the Executive Board is a crystallization of the common understanding of the members of the Board. It established Eligibility Criteria and Allocation Criteria for core resources allocation, which constitute a fundamental framework for project arrangements. The Chinese delegation encourages UNDP to further strengthen its extensive consultation with member States and continue to conduct useful studies and explorations on the creation, management and utilization of the contingency fund, the specific format of UNDP's presence in different countries and other follow-up issues so as to make sure that the new system will better enable developing countries including the least developed countries to have access to core resources and that the creation, management and utilization of the fund will achieve its expected targets.

Mr. President,

The Chinese delegation acknowledges the enormous efforts and achievements made by UNDP to prepare an integrated budget, cost definition and classification and cost recovery rate, and recognizes the results achieved. The Chinese delegation supports a harmonized cost recovery system that also provides differentiated incentives. China hopes that, in accordance with the relevant provisions of the resolution on QCPR, UNDP and other relevant agencies will conduct further studies on the impact of the proposed new cost recovery system on the funding activities of various agencies. They should also study and propose support measures for South-South cooperation projects that will provide input for the decisions of the Executive Board.

Mr. President,

The outcome document of the UN Conference on Sustainable Development has mapped out the direction for global efforts to promote sustainable development and support sustainable development in developing countries in particular. QCPR has put in place arrangements for the management, operation and project delivery in the UN development system in the next four years. Discussion on the post 2015 development agenda is also under way. The Chinese delegation hopes that UNDP will be guided by the above documents, resolutions and the demands and spirit of the relevant process, utilize it own advantages, take poverty reduction as a priority and support developing countries in their efforts to achieve sustainable development in the light of the specific situation of those countries and in accordance with the principle of national ownership and leadership.
