ASEAN Plus Three Foreign Ministers' Meeting Held in Manila

On August 7, 2017 local time, Foreign Minister Wang Yi attended the ASEAN Plus Three Foreign Ministers' Meeting held in Manila, the Philippines.

Wang Yi said that since last year, with the active promotion of all parties, 10+3 practical cooperation has achieved new progress. This year marks the 20th anniversary of the establishment of the 10+3 cooperation. Over the past 20 years, going through two financial crises, the 10+3 cooperation has become the main channel of East Asia cooperation and developed into one of the most complete and fruitful cooperation mechanisms in Asia, and has made important contributions to pushing forward dialogue and cooperation among East Asian countries and promoting the regional development and prosperity. Keeping to original aspiration leads to success. From the development process of the 10+3 cooperation in the past 20 years, we can draw three important lessons: first, improving the construction of mechanism is the foundation; second, strengthening practical cooperation is the driving force; third, promoting regional integration is the direction.

Wang Yi expressed that China has always been the active participant and promoter of East Asia cooperation. In the current context of the rising trade protectionism, the 10+3 should bear a great responsibility of being the main channel of East Asia cooperation, deepening the practical cooperation in six aspects and pushing forward the 10+3 cooperation to a higher level. First, learning from ASEAN's successful experience, strengthen planning and guidance to chart the course for the sustainable development of the 10+3 and extend the ASEAN blueprint to East Asia cooperation platform; second, promote to strengthen cooperation in food security and support to strengthen 10+3 agricultural exchanges and cooperation; third, strengthen sustainable development cooperation, reinforce cooperation in poverty reduction and cooperation between small and medium-sized enterprises and narrow the regional development gap; fourth, deepen financial and economic cooperation and give play to the role of Asian Financial Cooperation Association (AFCA) to strive to reach an agreement on Regional Comprehensive Economic Partnership (RCEP) as soon as possible; fifth, innovate industrial cooperation models, make full use of all advantages and strengthen international production capacity cooperation; sixth, boost people-to-people and cultural exchanges to promote cultural and regional exchanges in the whole region.

Foreign Ministers of ASEAN countries highly recognized the role the 10+3 has played as a major channel of regional cooperation and spoke positively of the fruitful outcomes the 10+3 cooperation has achieved. They hoped that China, Japan and the Republic of Korea can increase their investments to help ASEAN countries achieve common development and prosperity. It is also hoped that the 10+3 leaders' meetings held in Manila in November can yield more practical outcomes, and deepen cooperation in fields including economy, finance, infrastructure, people-to-people and cultural exchanges, thus effectively tackling terrorism and other non-traditional security threats. Foreign Ministers of China, Japan and the Republic of Korea stated that they support the building of the community of common destiny and hope to reach an agreement on RCEP negotiation as soon as possible to safeguard the free trade mechanism.
