On November 2, 2017, Foreign Minister Wang Yi met with Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh of Vietnam in Hanoi. Pham Binh Minh extended his warmest congratulations on the tremendous success achieved by the 19th National Congress of the Communist Party of China (CPC).

Wang Yi said that the 19th CPC National Congress, as a spectacular event, has attracted worldwide attention. The most important political achievement of this Congress is the further establishment of General Secretary Xi Jinping's central and core position in the CPC Central Committee and in the whole Party and the election of the new central leadership, with the 89 million CPC members standing in solidarity together, which will lay a solid political foundation for striving for the great success of socialism with Chinese characteristics for a new era. The most important theoretical innovation achieved by the Congress is the establishment of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, which realizes the latest leap in the localization of Marxism in China and will provide powerful ideological weapons to accomplish the "two centenary goals". The most important practical significance of the Congress is the comprehensive planning of the roadmap and schedule for turning China into a modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful by the middle of this century, providing a guideline for the realization of the great rejuvenation of the Chinese nation. The most critical global significance of the Congress is expanding the way for developing countries to move toward modernization, providing a powerful impetus for the revival of scientific socialism in the 21st century.

Wang Yi said that the 19th CPC National Congress has made a top-level design for China's diplomacy in the new era, which can be generalized as to promote the construction of a new type of international relations and the construction of a community with shared future for mankind. The new type of international relations aims at abandoning the law of the jungle of bullying the weak and small with power and exploring a new path of state-to-state exchanges featuring mutual respect, fairness and justice, and win-win cooperation. The community with shared future for mankind targets at tackling various global challenges and providing the world with Chinese solution to the major issue facing mankind that where we are heading for, by means of building a clean and beautiful world with everlasting peace, universal security, common prosperity, openness and inclusiveness.

Wang Yi said that the "two constructions" coincide with the aspirations of most countries and are in line with the trend of development and progress of the time, which will surely receive positive response from the international community. China and Vietnam have the same political system, share mutual ideals and beliefs, and have similar development paths and closely-related future and destiny. China is willing to regard Vietnam as an important cooperative partner in advancing the "two constructions".
