Wang Qishan Meets with Kazakh President Kassym-Jomart Tokayev and Attends the Sixth CICA Summit

On October 13, 2022 local time, Kazakh President Kassym-Jomart Tokayev met with Chinese Vice President Wang Qishan in Astana.

Wang Qishan conveyed President Xi Jinping’s cordial greetings and best wishes to Tokayev. Recalling President Xi’s successful visit to Kazakhstan last month, Wang Qishan noted that the common understanding reached between the two heads of state to build a China-Kazakhstan community with a shared future defined by lasting friendship, a high degree of mutual trust and sharing weal and woe has charted the course for the development of China-Kazakhstan relations under the new circumstances. Wang went on to say that in recent years, under the strategic guidance of President Xi Jinping and President Tokayev, the China-Kazakhstan friendship has been rock solid, and the permanent comprehensive strategic partnership between the two sides has operated to high standard. China is ready to work with Kazakhstan to implement the common understanding reached between the two heads of state, continue to firmly support each other's core interests, share development opportunities, and effectively safeguard the common strategic security and development interests.

Wang Qishan stressed that the upcoming 20th National Congress of the Communist Party of China (CPC) will be a gathering of great significance held at a critical moment as China embarks on a new journey of building a modern socialist country in all respects. This Congress aims to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, promote the great rejuvenation of the Chinese nation by following a Chinese path to modernization, and set out goals and tasks for China in the next five years and beyond. The whole Party and the Chinese people have keenly realized that the major achievements made by the Party and the state in the past decade should be attributed first and foremost to the establishment of General Secretary Xi Jinping's core position in the Party Central Committee and the Party as a whole, and to the establishment of the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will gain a deeper understanding of the decisive significance of the "two establishments", with focus on the missions and tasks of the Party on the new journey and in the new era, and uphold more conscientiously General Secretary Xi Jinping's core position in both the Party Central Committee and the Party as a whole, and the Party Central Committee’s authority and centralized, unified leadership. We will work hard in unity to carry forward our causes on the basis of past achievements, and translate in a step-by-step manner the overarching plan to be drawn at the 20th CPC National Congress into reality.

Tokayev asked Wang Qishan to convey his cordial greetings and best wishes to President Xi Jinping, and expressed high appreciation of China's important role in CICA cooperation. He said that the 20th National Congress of the CPC will be an epoch-making event, which will open a new chapter for China in building a modern socialist country in all respects and marching toward the second centenary goal. Developing relations with China has always been an important diplomatic priority of Kazakhstan. President Xi Jinping's historic visit has become a new milestone in the development of bilateral relations. Kazakhstan will firmly support the Belt and Road Initiative, and work with China to continuously consolidate the permanent comprehensive strategic partnership between the two countries.

On October 13, Wang Qishan attended and addressed the Sixth Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA). He said that CICA needs to strengthen solidarity and coordination, properly tackle challenges and endeavor to build an Asian community with a shared future. It needs to uphold mutual respect and mutual trust, implement the Global Security Initiative, pursue common, comprehensive, cooperative and sustainable security, and maintain peace and stability in Asia. It needs to uphold mutual benefit, actively implement the Global Development Initiative, speed up the realization of the UN 2030 Agenda for Sustainable Development, and promote the development and prosperity of all Asian countries. It needs to uphold mutual learning, rise above differences in ideology and social system, and advocate harmonious coexistence among Asian civilizations. It needs to uphold fairness and justice, firmly support each other in following a development path suited to the national conditions of respective countries, uphold the UN-centered international system, champion true multilateralism, and safeguard the legitimate rights and interests of Asian countries.

Wang Qishan stressed that China has all along viewed CICA's development from a strategic and long-term perspective, and will fully leverage its role as a coordinating country in relevant areas, organize exchanges in agriculture, green development, finance and among think tanks, and work with all parties to bring CICA cooperation to a new height.
