Qin Gang: Implement the Outcomes of the First China-Arab States Summit and Strive for More Early Harvests

On January 15, 2023 local time, when meeting the press with Secretary-General of the League of Arab States (LAS) Ahmed Aboul Gheit in Cairo, Foreign Minister Qin Gang said that the first China-Arab States Summit has been successfully concluded with fruitful results. Three heavy outcome documents, including the Riyadh Declaration of the First China-Arab States Summit, the Outline of the Comprehensive Cooperation Plan Between the People's Republic of China and Arab States, and a document on Deepening the Sino-Arab Strategic Partnership for Peace and Development were released at the summit. China and Arab states agreed to make all-out efforts to build a China-Arab community with a shared future in the new era.

Qin Gang stressed that going forward, China is ready to strengthen communication and coordination with the Arab side to deliver the outcomes of the first China-Arab States Summit.

First, the two sides need to jointly carry forward the spirit of China-Arab friendship featuring "solidarity and mutual assistance, equality and mutual benefit, and inclusiveness and mutual learning", stay independent, focus on economic development, uphold regional peace, increase exchanges among civilizations, make solid progress in building a China-Arab community with a shared future, and make positive contributions to the building of a human community with a shared future.

Second, the two sides need to jointly implement the guiding principles of the Riyadh Declaration. It is stressed in the Declaration to safeguard the international order based on international law and multilateralism; carry forward the common values of humanity of peace, development, equity, justice, democracy and freedom; oppose politicizing and instrumenting human rights issues and interfering in other countries' internal affairs; assume the vision of common, comprehensive, cooperative and sustainable security, strengthen efforts to combat terrorism, and reject "double standards" in combating terrorism; promote dialogue among civilizations, preserve world cultural diversity, and resist “the clash of civilizations”. The two sides need to jointly uphold the above spirit, defend international fairness and justice, and safeguard the common interests of developing countries.

Third, the two sides need to jointly deliver more outcomes of practical cooperation. The Outline of the Comprehensive Cooperation Plan Between the People's Republic of China and Arab States covers 182 cooperation measures in 18 fields, including politics, economy, trade, investment and finance. The eight major cooperation initiatives put forward by President Xi Jinping cover 56 cooperation measures in eight fields, including development support, food security, public health, green innovation, energy security, inter-civilizational dialogue, youth development, and security and stability, which corresponds with the development needs and concerns of Arab states. China will set up an effective working mechanism with Arab states to implement the above-mentioned cooperation measures step by step, accelerate cooperation projects whose conditions are in place, and strive for more early harvests.
