Remarks Ambassador Dai Bing at Security Council Open VTC on Libya

I thank Ms Bensouda, Prosecutor of the ICC, for the briefing. I welcome Ambassador El-Sonni, Permanent Representative of Libya, to the meeting.

For some time, parties in Libya have been steadily advancing the political process, and actively maintaining ceasefire. Libya's national reconstruction has entered a new phase. The Security Council adopted two resolutions not long ago, sending a unified message in support of Libya's political transition and maintenance of its peace and stability. China appreciates the unity and cooperation of parties in Libya, and commends the UN and relevant regional organizations for their enormous efforts.

Libya has a long way to go before realizing lasting peace and security and achieving prosperity and development. Parties in Libya should act expeditiously to unify state institutions, proceed with disarmament and demobilization in an orderly way, actively advance national reconciliation, and make good preparations for presidential and parliamentary elections scheduled for the year end, so as to consolidate hard-won gains in peace. Under the current circumstances, UNSMIL should work according to the mandate of the Security Council resolutions and the principles of Libyan ownership and leadership to help parties to monitor ceasefire and advance political transition. China supports regional organizations inter alias the African Union and the League of Arab States in playing a bigger, positive and constructive role. The former fighters and mercenaries in Libya should withdraw according to the ceasefire agreement and Security Council resolutions without delay. In the meantime, relevant withdrawals should happen in an organized and orderly fashion, so as not to pose a greater threat to regional security.

In conclusion, I wish to reiterate that China's position on Libya-related matters at the ICC remains unchanged.
