On July 26, 2005, Qin Gang, spokesman for the Chinese delegation and Deputy Director General of the Information Department of the Foreign Ministry said that all the parties of the fourth round of Six-Party Talks expressed the wish of solving the Korean Peninsula nuclear issue and realizing denuclearization of the Peninsula through peaceful dialogue at both the opening ceremony on July 26 and the one-to-one contacts, giving the Talks a good beginning.

At the briefing held on the same day Qin answered various questions of Chinese and foreign journalists on this round of Six-Party Talks.

He said that his impression of this round of Talks is that all parties concerned are taking a positive, careful and pragmatic attitude. First, all parties are concentrating on frankly and carefully exchanging ideas on a nuclear-free Korean Peninsula; second, all parties expect to achieve certain results during the Talks and agree to value this hard-won opportunity, conduct patient and full discussions and seek solutions through dialogue on the basis of consolidating the achievements of the first three rounds of Talks; third, all parties agree to build up mutual understanding and trust and carefully treat the concerns and requirements of other related parties in the spirit of mutual respect and consultations on an equal footing and pledge to make efforts to achieve positive results of the Talks.

A characteristic of this round of Talks is that "bilateral consultations are very frequent and intense", which best reflects that all the participating parties are taking a "positive, careful and pragmatic" attitude, noted Qin.

According to Qin, China and the US, China and the DPRK and China and the ROK have held bilateral consultations and exchanged opinions on various issues concerning the Six-Party Talks, but he refused to disclose details.

It is said that all the parties concerned have conducted a series of bilateral contacts before and after the opening of the Talks to fully explain their respective principled positions on the Talks.

Qin added that China is both the host country and the participant of this round of Six-Party Talks. China is conducting discussions with the rest parties in a positive and construction attitude, listening to the opinions of all the other parties and creating conditions for progress of the Talks. "The Chinese government attaches great importance to the Six-Party Talks and we are willing to do anything beneficial to improving the relations and increasing the understanding and trust among all the parties and conducive to achievements of the Talks, "said he.

As to the time limit of the Talks, Qin said that there is no specific time limit for this round of Talks and explained that all the participating parties value this opportunity very much and the purpose of setting no time limit is to enable them to hold comprehensive and in-depth discussions. When the Talks should end will be decided by the six parties depending on the progress of the Talks.

He pointed out that to realize the goal of denuclearization of the Korean Peninsula requires all parties concerned to use wisdom and raise various plans and ideas. Any suggestion or proposition helpful to the peaceful solution of the nuclear issue on the Peninsula should be discussed carefully and fully by all the parties.

"The road towards the solution of the Korean Peninsula nuclear issue is complicated. Therefore, we need not only sincerity and confidence but also determination and patience, "said Qin. China hopes that all the parties can demonstrate sincerity and flexibility and take a pragmatic attitude to the largest extent possible, conduct full consultations and patient discussions, pay attention to the reasonable concerns and requirements of other parties and jointly push ahead the Six-Party Talks process.
